ITEM SUMMARY:

The City of McKinney, along with the three (3) other CDBG “Entitlement” cities in Collin County (Allen, Frisco, Plano) received CARES Act Funding, through Collin County, from the U.S. Department of the Treasury.

Initial funding allocated to the Entitlement Cities by the County for the Emergency Housing and Living Assistance (EHLA) Program is $30M.

Of this $30M, $2,100,000 is currently budgeted for a Food Assistance Program for participating non-profits

The attached ILA governs the distribution of the initial $1M of food cards to the participating non-profits

BACKGROUND INFORMATION:

$1M in food cards will be purchased by the City of McKinney upon receipt of $250,000 from each of the three other participating cities.

The City of McKinney will administer the distribution of the food cards to participating nonprofits.

Each non-profit will be provided with an allocation of food cards, along with a spreadsheet of the all the food card serial #s assigned to the non-profit.  As cards are assigned to clients, the non-profit will provide the name of the client, the serial #s of the cards assigned to the client, along with the total amount of food card assistance, to the City of McKinney.  The cards will be activated upon request from the agency, with required information.

Food cards will be tracked by agency and client but the participating municipalities agree that food card assistance may be provided to any eligible resident of the County, participating in the EHLA Program and that the $1M provided is for county-wide benefit.

FINANCIAL SUMMARY:

A budget amendment to accept the $750,000 from the other cities will be brought to City Council upon the approval of the ILAs by the other cities.

Only $250,000 from each City’s food card budget of $525,000 is being requested at this time.
