RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a Construction Manager at Risk contract with Pogue Construction Company, LP for pre-construction services related to the Public Safety Building Phase 5 Expansion and Renovation Project (FC1729) located at 2200 Taylor Burke Drive, McKinney, Texas 75071.
• The selected firm, Pogue Construction Company, LP, submitted a proposal to provide preconstruction services for an amount not to exceed $25,000, along with a proposed construction services fee of 4% of the cost of construction, for the Public Safety Building Phase 5 Expansion and Renovation Project.
BACKGROUND INFORMATION:
• The construction manager at risk for pre-construction to be done at the Public Safety Building site was selected through a two-step Request for Qualifications (RFQ) selection process in 2016 with 16-10RFQ where Pogue Construction Company, LP was the selected vendor.
• Pogue Construction Company, LP has successfully completed multiple City of McKinney projects, including the original Public Safety Building, the Public Safety Support Building, the recently completed Public Safety Building Retrofit as well as a variety of civic facility projects for McKinney and other municipalities.
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute a contract for Construction Manager at Risk (CMAR) pre-construction services, including potential changes to that scope of services with Pogue Construction Company, LP in an amount not to exceed $30,000 which includes a $5,000 contingency.
• The Public Safety Building Phase 5 Expansion and Renovation Project (FC1729) is being funded by a General Fund transfer in addition to the May 2019 Bond Proposition A for Public Safety.
• Upon approval of this item, $352,100 will remain in FC1729. Six million dollars ($6M) of GO voter authorized debt will be issued in FY20 to fund construction for this project.
