RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to begin the steps necessary to initiate design of the new City Hall project as identified in the May 2019 Bond Proposition B - McKinney Municipal Community Complex.
* With approval of this resolution, the first step in the design process will be the development of a Request for Qualifications (RFQ) for the architectural and engineering services related to the design and construction of a new City Hall.

BACKGROUND INFORMATION:
* An RFQ will be developed by the Facilities Construction Division and issued for public review by the Procurement Department requesting Statements of Qualifications (SOQ) from architectural and engineering teams interested in providing professional services for the project.
* Upon receipt of the SOQs, an evaluation team will read, evaluate and rank those firms meeting the submittal requirements; several top ranked firms will be asked to participate in an interview process after which the highest ranked firm will be requested to provide a proposal for complete architectural and engineering services.
* A future resolution will be brought forward for City Council consideration for complete architectural and engineering services for the new McKinney Municipal Community Complex.
* Other professional services that will be procured from the City's current vendor pools could include surveying and geotechnical study services.
