The Interlocal Agreement, with the member cities, for the Food Card Assistance Program, was approved by City Council, at the June 16, 2020 City Council meeting.

BACKGROUND INFORMATION:

Collin County received CARES Act Funding to provide ready funding to address unforeseen financial needs and risks created by the COVID-19 public health emergency. The Food Card Assistance Program (FCAP) is funded through this allocation from the Collin CARES funding.

Each of the four (4) CDBG Entitlement Cities in Collin County (Allen, Frisco, McKinney and Plano) budgeted $525,000 for the FCAP for a total of $1,575,000 from the other three member cities.

In the Interlocal Agreement approved by McKinney City Council on June 16, 2020, each of the three member cities also agree to provide a total of $50,000, based on their pro-rata share of the costs incurred by the City of McKinney, for administration of the Emergency Housing and Living Assistance Program.

FINANCIAL SUMMARY:

The total amount of the budget amendment is $1,625,000:

o                     $1,575,000 ($525,000 from each of the three other member cities) for the purchase of food cards.

o                     $50,000 total from the three other member cities based on their pro-rata share of the actual costs incurred by the City of McKinney for administration of the Emergency Housing and Living Assistance Program.
