ITEM SUMMARY: 

                     The City of McKinney receives federal funding from the U.S. Department of Housing and Urban Development (HUD) for eligible projects and activities under the Community Development Block Grant (CDBG).  As a grantee, the City is required to complete a planning document called the Consolidated Plan every five years. This planning document is enhanced through a participatory process with the public and serves to identify housing and community development needs and market conditions, to make data-driven, place-based investment decisions in our community

 

                                          The City of McKinney has participated as a HUD Entitlement Community since

     FY 2003. The Consolidated Plan 2020-2024 will cover programs years through October 1, 2020 through September 30, 2025.  Each year of the plan, eligible projects and activities are carried out through the Annual Action Plan: consisting of federal and non-federal resources to benefit predominately low to moderate income McKinney residents through nonprofit agencies and city administered programs. The City reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER) at the end of each program year in December.

 

                     Staff began the process for the 2020-2024 Consolidated Plan in January 2020, engaging the public and community leaders to shape the priorities and activities; the process serves as the framework for community-wide dialogue.  The Consolidated Plan, as required by the Federal regulation, has the following components:

o                     Identification of the lead agency

o                     Housing and homeless needs

o                     Housing Market and Needs Assessment Analysis

o                     Strategic Plan and Citizen Participation

o                     Action Plan and Certifications

 

BACKGROUND INFORMATION: 

                     Citizen Participation under the 2020-2024 Consolidated Plan has included planning meetings, public hearings, a housing needs survey for all McKinney resident participation in English and Spanish, which included COVID-19 questions and presentations and interviews with community and business leaders and residents.

                     The process began in FY 2019 with preparations to select a consultant to assist with the planning process. Root Policy Research was selected through the city’s procurement process.  Planning activities began in February 2020 with planning meetings and interviews with residents, community, and business leaders. The city also issued a housing survey in English and Spanish for resident participation, with over 1400 persons participating

                     Annual Action Plan

The city began the FY 2020-21 Consolidated Grants Application Process in February, 2020 and the city budget process in March, 2020. The Community Grants Advisory Commission (CGAC) held public hearings on May 13 and May 14, 2020 and held their regular meeting on June 17, 2020 to determine public service recommendations to City Council.    

                     Residents will have opportunity to give input on the Consolidated Plan and funding recommendations at the CGAC’s public hearing meeting July 16, 2020 at 6:30 PM. On July 21, 2020, staff will provide a work session presentation to City Council that will include public input.

                     The public will also have opportunity for comment at the final public hearing on August 3, 2020 at 6:00 PM at the regular meeting of City Council.  The city will also schedule a public comment period before August 3, 2020.  All public comments from each citizen participation activity will be included in the submission to HUD with the plan for review and final approval.

Under statutory regulations, only 15% of the total CDBG grant can be used for Public services and 20% of the total grant must be used for Grant Administration.  Due to the impact under COVID-19, HUD provided provisions to waive the public service cap for assistance related to the impact or prevention of COVID-19 under program years 2020-21; the city is in the process of requesting available provisions for the first year of the Consolidated Plan.

 

FINANCIAL SUMMARY: 

•   The primary resource to fulfill the Consolidated Plan and Annual Action Plan is CDBG funding.  The city has been allocated FY 2020-21 CDBG funding of $850,709 for programs public services, housing rehabilitation and grant administration; and special CDBG Cares Act allocation (CDBG-CV) of $500,444 proposed for homeless prevention assistance. The city will also consider reallocation of funds from prior years for eligible activities as available.

McKinney will also leverage non-federal resources contingent upon the General Fund budget - the Community Support Grant in the amount of $179,700 and allocate the use of HOME dollars, from the Texas Department of Housing and Community Affairs (TDHCA), contingent on award as the city applies for funding

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Community Grants Advisory Commission met on June 17, 2020 and deliberated on public service funding recommendations under the Consolidated Grants Application Process in the amount of $ 127,606.
