ITEM SUMMARY: 

                     Staff proposes the creation of an Ad Hoc Advisory Board created to oversee staff and expert research related to the context, appropriateness and relevancy of the Throckmorton statue located in front of the McKinney Performing Arts Center (MPAC).

 

                     The Advisory Board would provide review, advice, and oversight of staff research related to the Throckmorton Statue.  This research will result in a thorough and balanced report to the city council on the historical context, artistic value, appropriateness, and relevancy of the Throckmorton statue.

 

                     Membership would consist of eleven (11) total members including seven members appointed by City Council (one each for the Mayor and Council members), one from the Arts Commission Board, one from the Historic Preservation Advisory Board (HPAB), one from Main Street Board, and one from the Collin County Historical Commission.

 

                     Staff for the Advisory Board will consist of representatives from Planning, Main Street, Neighborhood Services, Historic Preservation, GIS and other departments as needed.

 

                     A draft timeline for the Advisory Board would be:

 

§                     Resolution creating Advisory Board Council Review - July 21

§                     Advisory Board Appointments by Council - August 4 or 18

§                     Staff Research & Analysis - August/September

§                     Advisory Board Meeting 1 - No later than September 15

§                     Advisory Board Meeting 2 - No later than October 31

§                     Advisory Board Meeting 3 & 4 (if needed) - No later than November 10

§                     City Council Review and Determination - November 17 or December 1

 

                     Meeting agendas and topics may be revised based on research and direction provided by the Advisory Board. One to Four meetings are anticipated to occur between September and November 2020.

                     The Advisory Board will dissolve no later than December 1, 2020, unless extended by Council via Resolution.
