RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Ordinance.

 

ITEM SUMMARY: 

                     This Ordinance will accomplish the following:

o                     Modify the physical limits of certain reduced speed school zones as established in Chapter 62, Motor Vehicles and Traffic, Article V of the Code of Ordinances.

o                     Modify the reduced speed school zones and crosswalks for certain schools as established in the Code of Ordinances to reflect the actual locations of the existing reduced speed school zones and crosswalks as signed and marked in the field.  

o                     Repeal the sections of Code of Ordinances which establishes parking restrictions on the streets adjacent to certain schools.

o                     Modify the effective reduced speed school times to reflect the changes proposed to the Frisco ISD schedules.

 

BACKGROUND INFORMATION: 

                     Reduced speed school zones are installed to protect student pedestrians at designated school crosswalks.

                      In order to maintain motorist compliance in reduced speed school zones, it is important that the limits of the zones be set such that student activity is present while the zone is active, and that the overall length of the zone is not excessive.

                     Staff has identified a number of reduced speed school zones within the City where modification of the physical limits of the zones is considered appropriate based on either the physical location of the limits or the overall length of the zones.

                     Staff has been coordinating with the school districts and have their support for the modifications to the school zones.

                     Due to development and associated driveway construction which has occurred over the years, modifications were made to the locations of reduced speed school zone signs for certain schools. This Item will revise Article V of the Code of Ordinances to reflect the actual limits of the existing reduced speed school zones, as signed in the field.

                     The existing parking regulations adjacent to some schools were established prior to 2008 by an ordinance specific to the area. Section 62-381.1 of the Code of Ordinances authorizes the Director of Engineering to install or remove signage restricting parking without need for additional ordinances.  Repealing these Ordinances will not affect the “No Parking” zones around and adjacent to any school.

                     Frisco ISD has proposed to extend the school day for all their campuses. The effective times for the reduced speed school zones will be changed to reflect the new school schedules.

 

FINANCIAL SUMMARY: 

                     Funds to relocate or replace signage associated with the affected school zones is available in the operating budget of the engineering department.
