RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with Jacobs Engineering Inc. to provide additional professional engineering services for the design of the Virginia Pkwy Lanes 5 & 6 from Custer Rd to Virginia Parklands Blvd for an increase in the not to exceed fee by $90,000 (from $310,000) for a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $400,000.
BACKGROUND INFORMATION:
• Jacobs Engineering Inc. is currently under contract with the City for design services related to the Virginia Pkwy Lanes 5 & 6 from Custer Rd to Virginia Parklands Blvd.
• The design for the project is currently 90% complete and has been underway since February 2019. Construction of the planned improvements is expected to occur as soon as March 2021.
• As detailed design has progressed, the following additional services have been requested by the Engineering Department which were not originally included in current Jacobs Engineering Inc.’s contract:
o Addition of three new dedicated right turn lanes at Cranberry Ln., Virginia Parklands Blvd., and St. Gabriel Way including survey at each roadway, and modifications to the plans to reflect the changes throughout.
o Intersection grading sheets for Cranberry Ln, Virginia Parklands Blvd, and St. Gabriel Way in order to provide ADA compliant cross walks across each street.
o Addition of right-of-way legal descriptions for land acquisition purposes.
o Drainage modifications at Virginia Parklands Blvd.
o Various adjustments to the illumination design based on field conditions.
• Jacobs Engineering Inc. submitted a proposal in the amount of $97,000 for these additional services.
• Due to the complexity and potential unknowns of designing and constructing new dedicated right-turn lanes in a very constrained area the proposal from Jacobs for these additional services will be billed as time & materials with an amount not to exceed the proposal amount provided.
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with Jacobs Engineering Inc., for an increase in the not to exceed contract amount from $310,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $400,000.
• Funding for this contract is included in the Capital Improvements Program (ST1839).
• With the approval of this item, $1,900,000.00 will remain in project ST1839.
