ITEM SUMMARY:

 

                     On February 18, 2020, the City Council approved Resolution No. 2020-02-030 (R) for a contract with Collin County Elections and joint agreement with various political subdivisions within Collin County for administrative services related the Elections of May 2, 2020.

 

                     The Special Election of May 2, 2020 was postponed to Tuesday, November 3, 2020 due to the statewide COVID-19 Disaster Declaration.

 

                     This new contract with Collin County Elections for services reflects the participating governing bodies of the election and their respective costs that will be due to Collin County Elections.

 

                     This Resolution will authorize the Collin County Elections Administrator to conduct the City of McKinney Special Election to be held on Tuesday, November 3, 2020.

 

                     The following services will be provided by the County: retention, training and compensation of election workers; election equipment, supplies and tabulation of election results; conduct joint early voting by mail and in person; and joint election day voting.

 

                     The City will be responsible for the following: calling the November 3, 2020 Election for postponed items no later than August 17, 2020, and calling for new ballot items no later than September 2, 2020; posting and publication of the election notices; and official canvass of the election results.

 

                     This Resolution also authorizes a Joint Election Agreement for the November 3, 2020 Elections of City of McKinney, Texas, and other governing bodies within Collin County.

 

                     The Joint Election Agreement will allow for shared costs associated with the holding of this election.

 

                     City of McKinney will pay 17.42% of election cost based on its share of eligible voters for the election. While the number of registered voters in the city increased by approximately three thousand (3,000), the city’s total amount due to the City increased by only one cent ($0.01).

 

                     Election Day Voting will be conducted 7 a.m. to 7 p.m. on Tuesday, November 3, 2020.

                     Voters will be able to vote at any Early Voting or Election Day location established by the City of McKinney and any additional open location under full contract services with the Collin County Elections Administration.

 

FINANCIAL SUMMARY:

 

                     The City’s cost for this Election will be approximately $70,000, which includes the contract with Collin County Elections Administrator to conduct the City Council General Election ($62,514.99), and additional services not provided by the County: translation, voter’s guide, advertisement, and legal notices.

 

                     This cost is subject to change should any of the contracting entities cancel their election.

 

                     Operation of the Extended Early Voting schedule will be expensed by Collin County Elections with no additional cost to the participating political subdivisions. Collin County will be reimbursed for said expenses through CARES Act Grant funding.

 

                     Funding for the City election costs is allocated in the General Fund/Non-Departmental account 001-9999-403-8516 (Fiscal Year 2019-20 Budget).
