ITEM SUMMARY:

                     This Resolution authorizes a contract with BGE, Inc. to provide consulting engineering services for the design of the Green Street and Andrews Street Infrastructure Improvements Project (CO2076) for an amount not to exceed $580,000.

 

BACKGROUND INFORMATION:

                     The Capital Improvement Plan includes annual funding for comprehensive street infrastructure improvements primarily focused on the reconstruction of substandard residential streets in East McKinney including associated underground infrastructure improvements (drainage, water mains, and wastewater mains).

                     Green Street (Dungan Street to Murray Street) and Andrews Street (Green Street to Greenville Road) have previously been identified by the Engineering and Public Works Departments as having a need for replacement of associated street infrastructure which does not meet current City of McKinney Engineering Design Standards.

                     Based on active redevelopment activity in the vicinity of these streets, the Engineering Department is recommending that engineering design services begin immediately and concurrent with infrastructure improvements planned along East Louisiana Street between SH 5 and Throckmorton Street.

                     As they have different funding sources, the Green Street and Andrews Street Improvements AND the East Louisiana Street Improvements are to be designed and constructed under separate contracts.

                     The scope of improvements generally consists of:

o                     Complete reconstruction of Green Street (Dungan Street to Murray Street) including replacement of water mains, wastewater mains, and street pavement. New construction elements will include an enclosed/underground storm drainage system and a sidewalk located on a minimum of one side of the reconstructed street.

o                     Complete reconstruction of Andrews Street (Green Street to Greenville Road) including replacement of water mains, wastewater mains, and street pavement. New construction elements will include an enclosed/underground storm drainage system and a sidewalk located on a minimum of one side of the reconstructed street.

o                     New construction of a 12” water main along Dungan Street between East Louisiana Street and Green Street to provide looping and redundancy of the water distribution system as well as to serve future development.

o                     Replacement of a water main along Greenville Street between East Louisiana Street and South Murray Street.

o                     Replacement of a water main along South Murray Street between Moore Street and Greenville Road including resurfacing of the existing pavement.

                     The Engineer’s Opinion of Probable Construction Cost (OPCC) for these improvements is $3,540,000.

                     BGE, Inc. submitted a response to 18-45RFQ for On-call Roadway Design Services and 18-46RFQ for On-call Utility Design Services.  The City shortlisted BGE, Inc. (City Council Item October 2, 2018) for on-call services for both RFQ’s.

                     BGE, Inc. submitted a proposal for this project in the amount of $525,013.83 (14.8% of OPCC) which has been reviewed by the Engineering Department and includes the following major components:

o                     Engineeiring & Bid Phase Services ($360,700 Lump Sum)

o                     Special Services ($164,314 Time & Materials) including construction administration services, topographic site survey, franchise utility coordination, subsurface utility engineering, right-of-way and easement document preparation, geotechnical investigations, and environmental investigations.

o                     Special services include various tasks with unconfirmed effort and will only be billed based on actual effort or need.

                     Pending approval of this item, design would begin in October 2020 with construction anticipated to begin Spring 2022. Construction is estimated to take 9-12 months to complete. Opportunities to advance construction earlier will be considered, but will be contingent on relocation of impacted franchise utilities and acquisition of necessary right-of-way and/or easements required for the improvements.

 

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a design contract and any necessary supplemental agreements with BGE, Inc. for an amount not to exceed $580,000.

                     Professional Services under this contract will utilize the following funding accounts:

o                     Fund 20 - Utility (40%) - $232,000.00

o                     Fund 21 - Streets (60%) - $348,000.00

                     With the approval of this item, $120,000.00 will remain in Project CO2067 ($68,000.00 in Fund 20 and $52,000.00 in Fund 21).

                     Funding for construction will be allocated at a later date.
