ITEM SUMMARY:

This Resolution authorizes the City Manager to enter into an agreement with the Texas Department of Transportation (TxDOT) to install traffic signal detection equipment for twenty intersections on University Dr. (US 380) from N. Stonebridge Dr. to Airport Dr.

The agreement defines the participation percentages and total estimated costs for each party involved, including the Federal, State, and Local government.

This project is scheduled to be let by TxDOT in May 2021.

BACKGROUND INFORMATION:

•    In 2018, The City of McKinney applied for a project to upgrade the traffic signal vehicle detection for twenty (20) intersections along US 380, from N. Stonebridge Dr. to Airport Dr., in response to TxDOT’s call for projects for the 2018 Highway Safety Improvement Program (HSIP).

•    The project will update the traffic signal detection equipment at each intersection to utilize radar-based presence and setback detection. By adding this type of detection, we hope to improve safety and see a reduction in crashes at the signalized intersections along US 380.

•    This upgrade in detection will also allow staff to collect high-resolution traffic detection information for all the approaches to each intersection. This will be useful as staff implements new traffic signal controllers at the same intersections. This will allow staff to better manage the traffic signal system.

•    The design for this project is currently being developed by Kimley Horn & Associates and is expected to be complete by November 2020.

FINANCIAL SUMMARY:

The Federal participation total is estimated to be $1,035,366.00 and the State participation total is estimated to be $170,880.00.

Funds to be paid by the City to TxDOT are included in TR2023. The estimated local contribution is $53,724.00.

With the approval of this item, $201,276.00 will remain in TR2023.
