RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with HQS Construction, LLC for the Construction of the Arterial Capacity Improvements Project (ST1835) for a total contract amount not to exceed $1,965,000.

 

BACKGROUND INFORMATION:

                     Cobb, Fendley & Associates, Inc. prepared the construction plans for the Arterial Capacity Improvements Project (ST1835).

                     The following intersections included in the scope of improvements have been previously identified by the Engineering Department as requiring capacity improvements based on current traffic volumes and future traffic projections:

o                     Eldorado Parkway and Alma Road

o                     McKinney Ranch Parkway and Lake Forest Drive

o                     Virginia Parkway and Stonebridge Drive

o                     Hardin Boulevard and White Avenue

                     At Eldorado Parkway and Alma Road, dual left turn lanes will be added to eastbound, westbound and northbound approaches along with right turn lanes for the eastbound and westbound approaches. The acceleration lane for the northbound departure lanes on Alma Road will be eliminated while southbound approach lanes for Alma Road will be realigned to match the proposed realignment for the northbound departure lanes for Alma Road.

                     At Mckinney Ranch Parkway and Lake Forest Drive, dual left turn lanes will be added to the westbound approaches along with adding right turn lanes for the westbound and northbound approaches.

                     At Virginia Parkway and Stonebridge Drive, dual left turn lanes will be added to the northbound and southbound approaches as well as adding a right turn lane to the northbound approaches.

                     At Hardin Boulevard and White Avenue, a right turn lane will be added to the northbound approach.

                     Seven (7) bids were received for this project on September 24, 2020. The following is a summary of the bids:

                     HQS Construction, LLC submitted the low bid in the amount of $1,706,907.75 for the Base Bid and $68,152.10 for the Alternate Bid. The Engineer’s Opinion of Probable Construction cost was for a total of $2,218,612.00.

                     HQS Construction, LLC submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     Based on the low bid received, the award amount will include the Base Bid only. The Alternate Bid, which was to refresh existing pavement markings in the vicinity of the proposed improvements, will not be awarded due to the unit prices being relatively higher than those in the Base Bid.

                     The contract documents require that this project be substantially completed within 300 calendar days after issuance of the Notice to Proceed, which is expected to be issued in December 2020. Construction is expected to be complete by October 2021.

                     All right-of-way and easements have been acquired for this project in order to construct the proposed improvements.

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with HQS Construction, LLC for an amount not to exceed $1,965,000.

                     With the approval of this item and accompanying items for the Arterial Capacity Improvements, $608,200.00 will remain in Project ST1835.
