ITEM SUMMARY:
• In accordance with 24 CFR 91.105(c)(2) of the federal regulations relative to citizen participation for U.S. Department of Housing and Urban Development (HUD), the City of McKinney is amending its CDBG Action Plan and Consolidated plan to include an additional allocation of CDBG-CV funding in the amount of $728,548.00
• Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Program Year 2020 Annual Action Plan is a component of the Program Year 2020-2024 Consolidated Plan.
• Assistance will follow CDBG and HUD guidelines to assist low-to-moderate income households and persons.
BACKGROUND INFORMATION:
• The total CDBG-CV funding allocated by HUD under the City of McKinney is $1,228,992.00, authorized by the CARES Act, Public Law 116-136. The first allocation of $500,444 was approved by McKinney City Council on August 4, 2020 and under the Consolidated Plan on August 18, 2020.
• This amendment will enable the City to receive and administer a second allocation, also required for activities to be used to prevent, prepare for, and respond the Coronavirus. Eligible nonprofit agencies will assist in distribution of activities.
• Assistance will be facilitated to eligible low-to-moderate income households and persons under HUD requirements and those economically impacted by COVID-19. This amendment included a 5-day public review and comment period during the period of October 26, 2020 to October 30, 2020, under the provisions provided by HUD and the City’s participation plan. Activities funded by CDBG program must contribute to the goals and objectives of City of McKinney’s Consolidated Plan and meet all applicable federal requirements.

• No impact to the General Fund. A budget amendment will be brought to City Council.
