ITEM SUMMARY: 

                     Housing and Community Development Staff will provide an update on the Collin County CARES Emergency Housing and Living Assistance (EHLA) Program, as well as plans to continue to providing mortgage, rental and utility assistance to McKinney residents impacted by COVID, through CDBG-CV funding beginning January 1, 2021.

 

BACKGROUND INFORMATION: 

                     Funding from Department of Treasury through Collin County for an Emergency Housing and Living Assistance (EHLA) Program of $20,000,000 for the entire County expires on December 31, 2020, with any unspent funds due back to the County by January 11, 2021.

                     The City of McKinney received $1,228,992 in CDBG-CV, COVID-19 response funding.  The funding is to mitigate the effects of COVID-19 on City of McKinney residents earning 80% or less of Area Median Income. 

                     City staff is taking public comment from residents and City Council on possible uses for this funding.

                     Staff is recommending continuing the direct financial assistance to City of McKinney residents for mortgage, rental and utility assistance to low-moderate income households experiencing a COVID-19 related income loss.  This funding will prevent evictions, foreclosures and utility cut-offs for eligible City of McKinney residents.

 

 

FINANCIAL SUMMARY: 

                     On June 2, 2020, City Council approved the acceptance of $6,889,619 of Department of Treasury to fund an Emergency Housing and Living Assistance (EHLA) Program for McKinney AREA households impacted by COVID-19.  The County subsequently requested the return of $2,095,442 in funding due to slow expenditure rates. As of 10/27/20, of the remaining $4,794,177, 489 applications have been approved for a total of $2,391,904 in direct assistance to residents of zip codes: 75069, 75070, 75071, 75072, 75409, 75048, 75424, and 75454.

                     In addition, $525,000 in food cards have been distributed and $147,290 in administrative fees.
