RECOMMENDED CITY COUNCIL ACTION:
* Approve the Liquid Waste Ordinance.

ITEM SUMMARY:
* The City of McKinney operates and maintains a wastewater collection system. As part of the operation and maintenance, the Public Works Department entered into a Sanitary Sewer Overflow Initiative (SSOI) with the Texas Commission on Environmental Quality (TCEQ) which was formalized as Enforcement Case No. 54304. The SSOI defines actions that the city agreed to take in order to reduce sanitary sewer overflows.

BACKGROUND INFORMATION:
* The Public Works Department operates and maintains 728 miles of sanitary sewer pipeline ranging in diameter from 4" to 48."
* There are over 600 grease traps/interceptors at food service establishments in the City.
* The City of McKinney entered into a SSOI agreement with the TCEQ on February 23, 2018.
* In the SSOI, the City of McKinney agreed to review existing ordinances and propose modifications regarding the frequency of businesses cleaning grease traps and submit these modifications to the City Council of McKinney for consideration and approval.
* The City of McKinney entered into an agreement with North Texas Municipal Water District (NTMWD) to work together in good faith to establish a model written Regional Capacity, Management, Operations, and Maintenance (CMOM) program related to aspects of NTMWD's and Communities' practices, assets, and programs including a comprehensive Fats, Roots, Oil, and Grease (FROG) program.
