ITEM SUMMARY:
• This Resolution authorizes award of a fixed price contract with Jerry Carpenter Excavation of Allen, TX for Erosion Control and Miscellaneous Drainage Repairs
BACKGROUND INFORMATION:
• The City issued Invitation to Bid 20-52FP Erosion Control and Miscellaneous Drainage Repair Services on September 20, 2020.
• One (1) bid was received on October 8, 2020.
• Public Works staff reviewed and ranked the bid based on the following criteria.
o 40 Points: Purchase Price
o 10 Points: Reputation of the Bidder and of the Bidder’s Services verified
through reference checks
o 20 Points: Extent to which the services meet the City’s needs
o 20 Points: Response Time, Standard and Emergencies
o 10 Points: Safety Record
• The evaluation team recommends awarding Jerry Carpenter Excavating the following:
Section 1: Erosion Control Services: Labor for Repairs
Section 2 Hydromulch Services
Section 3 Contractor Mobilization
Section 4: Installed Materials: Slope and channel protection materials including gabion structures, riprap and geotextiles must meet specifications with the latest NCTCOG Public Works Construction Standards, Division 800.
Section 5: Installed Materials: Reinforced concrete pipe (RCP) and reinforced concrete box culvert must meet specifications in accordance with the latest NCTCOG Public Works Construction Standards, Division 500 Underground Construction & Appurtenances. For underground utility construction, a trench safety plan, sealed by a professional engineer, shall be required in compliance with OSHA requirements.
Section 6: Installed Materials: Erosion control materials must meet specifications in accordance with the latest NCTCOG Public Works Construction Standards, Division 200 Site Protection & Preparation.
Section 7: Inlets, Grates and Lids
Section 8: Equipment
• Contract will commence on date of award and continue for a one (1) year period with three (3) one (1) year renewal options.
FINANCIAL SUMMARY:
• Funding for these services is budgeted in account 006-4505-51.85-16.
