RECOMMENDED CITY COUNCIL ACTION:
* Approve the Resolution

ITEM SUMMARY:
* The City of McKinney received CDBG-CV funding and waivers to use leverage and reclassify program year 2019 CDBG funds toward priority CDBG-eligible activities to benefit low-to-moderate income McKinney persons and households to prevent, prepare for, or respond to the Coronavirus. Funding will be used for CDBG-CV public services, housing services and grant administration; activities will be provided by city departments and nonprofit agencies.
* The City is a CDBG grantee under the U.S. Department of Housing and Urban Development (HUD). Under the CARES Act, HUD has provided waivers and provisions to ensure public participation and assist the City in expediting planning to meet the need.

BACKGROUND INFORMATION:
* The City has conducted public hearings and presentations in the preparation process on August 4, August 18, November 3, November 10 and December 3. A public comment period was conducted November 22 - December 1 to provide the public an opportunity to comment on proposed activities. Programs are anticipated to begin January 2021.
* Current agencies in good standing, experienced with an existing homeless prevention program were invited to apply for consideration to serve as a subrecipient in administering the program. The reviewer team considered criteria including experience, financials, program description and timeline, performance measurement and budget. Agencies will be held under CDBG regulation 570 program, 2 CFR 200 federal requirements and will be monitored on a monthly and annual basis.
