ITEM SUMMARY:
* This Resolution authorizes award of a contract with Burns & McDonnell Engineering Company, Inc. for Solid Waste Consulting Services and Development of a Solid Waste Management Strategy (SWMS).

BACKGROUND INFORMATION:
* Developing a comprehensive Solid Waste Management Strategy (SWMS) is a critical step to achieving sustainable materials management while aiming for the triple bottom line (economic/financial, social, and environmental).
* A SWMS will provide sustainable recommendations for solid waste, recycling, and resource recovery activities by evaluating the City's policies, programs, and services, and developing potential goals, strategies, and alternative options to meet the most critical needs identified by the City over a 20 year horizon.
* As the City continues to experience annual population increases which stimulate growth in single- and multi-family housing, and commercial development, a SWMS will provide City staff with a principled strategy that is flexible and open to adaption based on the City's changing needs, and does not tie City official's hands fiscally and operationally.
* The City issued a request for proposal (20-53RFP) to solicit responses from qualified solid waste consulting firms to develop a Solid Waste Management Strategy for the City.
