ITEM SUMMARY:

This Ordinance amends expenditures in the 2020-2021 Budget and the 2021-2025 Capital Improvements Program (CIP) to accept funds from the Texas Department of Transportation (TxDOT) in the amount of $606,863 and appropriating those funds into TR2023, Traffic Signal Detection Upgrades project.

Traffic signal detection equipment will be furnished by the City for twenty intersections on University Dr. (US 380) from N. Stonebridge Dr. to Airport Dr.

The TxDOT will reimburse the City 100% for the cost to purchase the traffic signal equipment up to $606,863 for this detection upgrade project.

This Traffic Signal Detection Upgrades Project is on schedule to be let by TxDOT on May 2021.

BACKGROUND INFORMATION:

A concurrent Resolution authorizes the City Manager to enter into a reimbursement agreement for furnishing traffic signal detection equipment by a municipality with the TxDOT for twenty intersections on University Drive (US 380) from N. Stonebridge Drive to Airport Drive, funded through the Highway Safety Improvement Program (HSIP).

That Agreement provides that TxDOT will reimburse the City up to $606,863 for furnishing the traffic signal equipment.

This Ordinance amends the 2020-2021 Budget and the 2021-2025 CIP to fund the upfront acquisition of the traffic signal equipment.

FINANCIAL SUMMARY:

The cost associated with the purchase of the traffic signal equipment will be reimbursed by TxDOT at the completion of the project. Therefore, the City will need to cash flow the purchase until the payment is made.

The Amendment of the 2020-2021 Budget and the 2021-2025 CIP will appropriate $606,863 in the Street Construction Fund for TR2023, Traffic Signal Detection Upgrades project.
