RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with Othon, Inc. to provide additional professional engineering services for professional consulting engineering services for the design of traffic signals and associated intersection improvements for the intersection of Alma Road at Henneman Way and for the design of a pedestrian hybrid beacon at the proposed trail crossing of Alma Road north of Henneman Way for an increase in the not to exceed fee by $24,024 (from $65,290) for a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $110,000.
BACKGROUND INFORMATION:
• A 17.85-acre multi-phase mixed (District 121) use development is proposed at the northeast intersection of Alma Road and State Highway 121. The development consists of office, retail, restaurant and hotel uses along with a park.
• A Traffic Impact Analysis (TIA) was performed and it was recommended that additional improvements along Henneman Way (right turn lane and change in lanes configuration) are needed to provide the additional capacity and level of service for the intersection with the District 121 development.
• Othon, Inc. is currently under contract with the City for design services related to the design of traffic signals and associated intersection improvements for the intersection of Alma Road at Henneman Way and for the design of a pedestrian hybrid beacon at the proposed trail crossing of Alma Road north of Henneman Way.
• The design for the project is currently 90% complete and has been underway since November 2019. Construction of the planned improvements is expected to occur as soon as April 2021.
• As detailed design has progressed, the following additional services have been requested by the Engineering Department which were not originally included in current Othon Inc.’s contract:
o Addition of new dedicated eastbound right turn lanes at Henneman Way.
o Additional pavement design for Henneman Way, east of Alma to accommodate the new northbound right turn lane on Alma Road for the development on the southeast corner of the intersection.
O Additional pavement design for Henneman Way will align the travel lanes with the changes to the lane configuration on Henneman Way.
• Othon Inc. submitted a proposal in the amount of $24,024 for these additional services.
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with Othon Inc., for an increase in the not to exceed contract amount from $80,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $110,000.
• Funding for this contract is included in the Capital Improvements Program (TR1843).
• With the approval of this item, $90,177.48 will remain in project TR1843.
