RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Recommendation.

 

ITEM SUMMARY: 

                     This agenda item will authorize a professional services contract with DCBA Landscape Architecture/LJA, to provide planning and engineering services for the master plans for Towne Lake Park and McKinney Greens Park, for a contract amount of $204,300 and a not to exceed amount of $210,000.

 

                     The master plans are for the renovation of Towne Lake Park as well as the creation of a new neighborhood park in the McKinney Greens neighborhood.  The total study area covers approximately 475 acres, and this 4.7 acre Greens park is within those boundaries.

 

                     Following the development of the masterplans (which will include opportunities for public input), the Greens park will be carved out and established as a separate CIP project that will move forward into design and construction plans. 

 

                     The master plan for Towne Lake will include conceptual plans and associated preliminary cost estimates which will determine what phases may be implemented and in what order.

 

                     Generally, the master plans will address site features, building placement, connectivity of all the city property in an around Towne Lake, hydrology, signage, and pedestrian connectivity.  The end goal is to further enhance the Towne Lake Park and make it into a premier landmark within the region.

 

                     Much of this area is within the floodplain.  Staff is working with the City Engineering Department on developing a strategy for hydraulics and hydrology services (H&H), as this will play a primary factor in determining site features.  Some of the H&H scope is included within this contract, however, further studies will most likely be needed as the project progresses.  This may be brought forward as a separate contract or may be included within this scope using funds from another source.

 

                                                                                                                              

BACKGROUND INFORMATION: 

                     DCBA/JLA was selected from a list of pre-qualified landscape architectural firms that Council approved on June 18, 2019.

 

FINANCIAL SUMMARY: 

                     This project (PK4393) is a FY19-20 Capital Improvements Program funded by MCDC funds in an amount of $300,000.

 

                     Upon approval of this item, $90,000 will remain in this project.  Additional funding will be secured as portion(s) of the project advances into design development and construction.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Parks, Recreation & Open Space Advisory Board unanimously recommended approval of this item at their February 11th meeting.
