RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a professional services contract with BEST EMS to provide a board-certified Family Nurse Practitioner to assist the MFD in serving the needs of the community to include but not limited to:

o                     Participation in dispatch-triage, telemedicine, and low acuity calls

o                     Support of EMS response to low acuity calls

§                     Including suturing and basic evaluation and treatment in the home and/or at the scene

o                     Homeless clinics to assess, diagnose, and treat chronic conditions

o                     Assist with Community Health Paramedicine care of patients

o                     Assist with vaccinations efforts

o                     Continual development of the Nurse Practitioner program

BACKGROUND INFORMATION: 

                     The City issued a request for qualifications, 21-25RFQ to solicit responses from Physician’s Management Groups.

o                     Advertised in the McKinney Courier Gazette

o                     Posted on McKinney TV

o                     130 matching eBid Supplier Notifications

o                     13 Historically Underutilized Business (HUB) supplier notifications

                     Of the 130 supplier notifications, four (4) submittals were received on January 14, 2021.

                     A committee comprised of staff from the Fire Department and Human Resources reviewed and ranked the proposals based on the following criteria:

o                     50 points: Physician’s Management Group and Nurse Practitioner Qualifications

o                     20 points: Approach and Methodology

o                     15 points: References

o                     15 points: Interview

                     BEST EMS was the highest ranked Respondent to provide these services.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute a professional services contract with BEST EMS to provide a board-certified Family Nurse Practitioner in an amount not to exceed $159,472.

                     Funding is available in account 001-3224-423-8516.
