RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a supplemental agreement with BGE, Inc. to provide additional professional engineering services for the design of the East Louisiana Street Infrastructure Improvements (CIP Project CO1817) for an increase in the not to exceed from $550,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $715,000.

 

BACKGROUND INFORMATION:

                     BGE, Inc. is currently under contract with the City for design services related to the East Louisiana Street Infrastructure Improvements.  As detailed design has progressed, the following additional services have/will be required which were not included in BGE’s original contract:

o                     During the design phase it was determined that the existing drainage system under Louisiana from SH 5 to Old Settler’s Park was undersized and needed to be replaced with a larger system.

o                     Because of the reconstruction effort caused by the drainage system changes the project added pedestrian improvements and pavement reconstruction on Louisiana Street from Throckmorton Street to east of Murray Street.

o                     Results of the East Side Mobility Study created the need to add turn lanes on Louisiana Street at its intersections with SH 5 and Throckmorton Street to improve intersection capacity.

o                     When the project was originally scoped some street scape elements were not included. Based on experiences with the Louisiana Street project west of SH5, adjustments to roadway and sidewalk profiles to improve pedestrian pathway and access to adjacent properties have been incorporated.

o                     During the design review process, Public Works identified additional sections of the sanitary sewer system east of Murray Street that needed to be replaced and were added to the project.

o                     The scope anticipated that the two projects Louisiana and Greens/Andrews would be constructed separately, and the traffic control plans were prepared accordingly.  As the project has moved closer to bidding, the City has had conversations with several contractors advising the City to bid the 2 projects under one contract. Modifications to the traffic control plans were needed to accomplish this goal.

o                     Additional coordination with railroad entities, TUPPS development, East Louisiana Public Parking Lot, and adjacent property owners/businesses.

o                     During the design phase, the project team coordinated with the City Hall design team to determine a street light fixture that could be utilized for the east side of SH 5. This work required changes to the previously identified light fixtures and required additional photometric analysis.

o                     Additional field survey and site visits associated with additional infrastructure referenced above.

                     Design of the project is currently 90% complete with construction anticipated to begin in early 2022. Adjacent infrastructure improvements along Green Street and Andrews Street (CIP Project CO2067) will be bid and included with improvements along East Louisiana Street.

                     BGE, Inc. submitted a proposal for $211,808.00 for these additional services ($712,989.00 aggregate contract total), which has been reviewed/negotiated by staff and exceeds the previously authorized not to exceed amount of $550,000.

                     The original design contract amount ($501,181) was 15.5% of the original OPCC ($3,240,000).  The new design contract amount ($712,989) is also 15.5% of the updated OPCC ($4,594,000) which includes the additional infrastructure.

FINANCIAL SUMMARY:

                     This Resolution authorizes a supplemental agreement with BGE, Inc., for an increase in the not to exceed contract amount from $550,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $715,000.

                     Funding for this contract is included in the Capital Improvements Program (CO1817).

                     With the approval of this item, $5,837,800.00 will remain in project CO1817.
