RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract with Terracon Consultants, Inc., to provide materials testing services during the construction of the East Louisiana Street Improvements and Andrews Street and Green Street Infrastructure Improvements Projects for an amount not to exceed $105,300.

 

BACKGROUND INFORMATION:

                     A concurrent item is included on the Council Agenda recommending award of a construction contract for the East Louisiana Street Improvements and Andrews Street and Green Street Infrastructure Improvements Projects.

                     Materials testing services will be required on the project to ensure construction materials used by the contractor meet or exceed City requirements. 

                     Terracon Consultants, Inc. submitted a response to RFQ 21-18 for miscellaneous geotechnical and materials testing services. They were one of five firms shortlisted by City Council on March 16, 2021.

                     Terracon Consultants, Inc. has successfully performed in a similar capacity on numerous City projects.

                     Terracon Consultants, Inc. has submitted a proposal for their professional services in the amount of $90,204.00. This proposal includes materials testing services for all phases of construction.

                     Reimbursement for materials testing services provided will be made based on actual time and materials billing in an amount not to exceed the estimated proposal amount.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract with Terracon Consultants, Inc., for an amount not to exceed $105,300.

o                     $55,400 (52.6%) allocated towards street funding (Fund 21) from Project ST1817

o                     $8,200 (7.8%) allocated towards utility funding (Fund 20) from Project WA1817

o                     $800 (0.8%) allocated towards utility funding (Fund 20) from Project WW1817

o                     $30,100 (28.6%) allocated towards street funding (Fund 21) from Project ST2267

o                     $7,400 (7.0%) allocated towards utility funding (Fund 20) from Project WA2267

o                     $3,400 (3.2%) allocated towards utility funding (Fund 20) from Project WW2267

                     With the approval of this item and accompanying construction contract, the following fund balances will remain in each respective project.

o                     $573,899 will remain in Project ST1817.

o                     $60,275 will remain in Project WA1817.

o                     $63,475 will remain in Project WW1817.

o                     $89,700 will remain in Project ST2267.

o                     $5,920 will remain in Project WA2267.

o                     $50,383 will remain in Project WW2267.

                     CIP Projects ST1817, WA1817, and WW1817 (Formerly CO1817) includes $3,720,000 in Regional Toll Revenue (RTR) funds through the North Central Texas Council of Governments (NCTCOG) with a proposed modification occurring to increase RTR funds committed to $4,120,000.

                     America Rescue Plan Act (ARPA) funding may be allocated to these projects at a later date to offset other local revenues for eligible expenditures related to stormwater and utilities.
