ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $196,630.00, as well as all required supplemental agreements thereto, with RJN Group, Inc. for professional engineering services for the aerial wastewater crossing improvements (US 380 and Throckmorton Street) Project (CIP Project WW4348), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $226,000.00.

 

BACKGROUND INFORMATION:

                     The Capital Improvements Program (CIP) includes recurring programmed funding for major repairs and/or replacements of existing wastewater aerial crossings. Aerial crossings generally occur at creeks/streams and require wastewater mains to be structurally supported in the air while allowing stormwater flows to cross.

                     CIP Project WW4348 includes funding for the aerial wastewater crossing improvements near the intersection of US 380 and Throckmorton Street.

                     The project will include replacement of existing 12-inch wastewater main beginning from approximately 400 feet west of the US 380/Throckmorton Street intersection, then across Throckmorton Street, then to approximately 250 feet east of the US 380/Throckmorton Street intersection. Replacement includes approximately 150 feet of the aerial creek crossing west of Throckmorton Street.

                     The project also includes additional design services for improvement of existing 4-inch wastewater lines located in an adjacent alley easement between Throckmorton Street and Canal Street. The consultant will present options for either leaving the existing wastewater line in service as is or abandoning the existing wastewater line by rerouting the individual property’s wastewater service lines to the existing service line(s) located in Throckmorton Street or Canal Street. If the City decides to proceed with the latter option, the Consultant will provide the additional design services under Special Services. 

                     RJN Group, Inc. submitted a response to RFQ 21-42 (Category 1) for On-Call Utility Professional Services. They were one of thirteen firms shortlisted by City Council on September 07, 2021.

                     Staff has negotiated a scope and fee from RJN Group, Inc. for professional engineering services and construction administration services in the amount of $196,630.00.

                     The preliminary opinion of probable construction cost is $993,465.00.

                     The fee for basic services is $86,200.00 (8.7% of the engineer’s opinion of probable cost of construction) and the fee for special services is $110,430.00 (11.1% of the engineer’s opinion of probable cost of construction).

                     Special services typically include survey for design, franchise utility coordination, subsurface utility engineering, preparation of necessary right-of-way and/or easements, geotechnical investigations, environmental investigations, and limited construction administration.

                     Staff is requesting approval of a not to exceed (NTE) amount of $226,000.00 in the event minor adjustments in the project scope are required during the design or construction administration services provided.

                     Design of this project is anticipated to take approximately 10 months to complete with construction estimated to begin in fall 2023.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with RJN Group, Inc. for an amount not to exceed $226,000.00.

                     Funds are available in the Capital Improvements Program Project WW4348.

                     With the approval of this item, $144,135.00 will remain in WW4348.

                     Additional funding required for the construction phase will be allocated in the FY24 - 28 Capital Improvement Program budget.
