00:02:53 items. Members, we have a public
00:02:54 comment on agenda item and I like to
00:02:57 invite Jack Harper to the podium,
00:02:58 please. For a comment on agenda item.

00:03:15 >> My comments will be a lot less
00:03:16 controversial than what you've heard
00:03:18 recently. What I like to do is first
00:03:21 thank staff. They have done an
00:03:24 excellent job of visiting with us
00:03:25 trying to come to solutions that will
00:03:28 solve problems that are with the present
00:03:35 TIRZ. There are some recommendations
00:03:36 we are making. One of the
00:03:37 recommendations we are up they are
00:03:38 making is that, we are spending TIRZ
00:03:41 funds in the downtown area in our group
00:03:42 has four buildings in downtown, that we
00:03:43 would like to request that you add in
00:03:47 what you can do repairs to structure
00:03:50 when needed and appropriate. Number two,
00:03:53 we would like to make the comment that
00:03:57 when you are setting the dollar amount
00:03:58 to be made, it has been 25,000 in the
00:04:02 past and in my conversations with any
00:04:04 of your, that's a policy decision
00:04:06 that's been recommended. And that you
00:04:11 all recognize is not enough money to
00:04:12 take care of a lot of things that need
00:04:13 to be done. We would like to recommend
00:04:14 to you that you go with a higher number
00:04:22 , whatever staff might be recommending,
00:04:23 but also put in a stipulation that in
00:04:24 the appropriate case, that an agreement
00:04:30 is made by members of the TIRZ board
00:04:31 that member can be increased to
00:04:32 whatever you feel like is appropriate.
00:04:35 That would be very helpful. For
00:04:36 example, in our case we were building
00:04:38 damage from the water from the roads
00:04:39 and repairs are going to be much more
00:04:41 higher than that but probably in the
00:04:54 vicinity of $150,000. So we are willing
00:04:55 to front end those things. We have no
00:04:56 problem with that, but we would like to
00:04:57 work with the city maybe even do it
00:04:58 where it's paid out over a period of
00:04:59 years. Were you allowed to go for TIRZ
00:05:00 - for X mana money or you can come for
00:05:01 three years whatever. Thank you very

00:05:09 than anybody having been elected

00:06:25 tonight. Going over some of the issues
00:06:26 they would like to discuss regarding
00:06:27 just some changes to the TIRZ policy
00:06:28 with currently. Some of those will may
00:06:30 be required changes to the project plan
00:06:32 others will not. However due to time, I
00:06:34 would be presenting those at a later
00:06:37 date. If you would like to me hit the
00:06:39 highlights were quick I can do so. But
00:06:43 I can sorely wait and bring it back to
00:06:45 another meeting. Go in depth and have a
00:06:52 good discussion.

00:06:54 >> Sure. So some of the things we are
00:06:55 look at doing is allowing additional
00:06:59 eligible expenses for the as Mr. Harper
00:07:00 was saying right now the TRC allows for
00:07:04 fa ade renovations was up some internal
00:07:08 interior demolitions. Some remediation.
00:07:09 Staff would like to propose is actually
00:07:12 including maybe a component for
00:07:13 critical maintenance items, for those
00:07:16 items structural and foundation wears
00:07:18 electrical plumbing and mechanical and
00:07:20 others. We would allow to grants with
00:07:29 $50,000 cap grant each of those we
00:07:30 matching grants. This would require
00:07:31 changing the project plan. So that's
00:07:32 one thing we would have to come back to
00:07:33 to the TIRZ board for a change most
00:07:34 likely we did for the sprinkler systems
00:07:35 in the fire suppression category.
00:07:42 Speaking of the fire suppression and
00:07:43 what we would like to do we've been
00:07:44 working with the fire department that
00:07:45 she's on that. Under the allotment for
00:07:47 they can underlies you bills create
00:07:48 another allotment of $100,000 for at
00:07:53 least maybe to grants for 50,000 each
00:07:54 to address fire suppression system
00:07:59 upgrades in historic buildings are on
00:08:03 the square. Again those grants would be
00:08:04 a 50-50 match. What we would like to
00:08:05 before we route this particular grant
00:08:06 proposal is to conduct a study to
00:08:07 determine the unified plan for fire
00:08:09 suppression upgrades are on the square.
00:08:11 So if there was a row of buildings I
00:08:12 could actually share a [inaudible] or
00:08:14 something like that then we do it as a
00:08:17 plan and set a piecemeal as may come in.
00:08:24 A more unified plan will make more
00:08:25 sense. The picture there is of a fire
00:08:29 in McKinney Square in 1880s. We
00:08:30 certainly don't want something like
00:08:31 that happening again. Then, the last
00:08:37 one we really want to talk about was
00:08:38 carryover funning from year-to-year
00:08:39 food currently we have $100,000
00:08:41 allocated. That expires after the
00:08:42 fiscal year. Currently, we are using
00:08:43 pretty much that entire allotment of
00:08:44 $100,000 for TIRZ project. What we
00:08:52 would like to if there was some money
00:08:53 left over is just carry that forward to
00:08:54 the next fiscal year so that then opens
00:08:55 up additional projects to qualify for
00:08:57 the vacant underutilized
00:09:01 projects. When we reach the cap the cat
00:09:02 would not exceed $300,000 for the we
00:09:09 would cap that in a carryover it would
00:09:10 not apply to the critical maintenance
00:09:11 or fire suppression. Just for the
00:09:12 vacant underutilized which is what you
00:09:13 have been looking at currently.

00:09:21 go back into the general TIRZ funning
00:09:22 right now. So there used for other
00:09:23 projects that are not specifically for
00:09:26 vacant underutilized projects.

00:11:04 raise the cap, to do it now while we
00:11:07 are doing that work in order to fix the
00:11:11 foundation? If that's the direction we
00:11:14 are headed.

00:11:42 people can get loans because we
00:11:45 allocated funds for that. Other
00:11:47 businesses that now come forward
00:11:51 [inaudible] allocated the funds because
00:11:58 we've set that out two, three years I
00:11:59 had. I would caution [inaudible].

00:12:08 that had concerns with. If we
00:12:09 frontloaded it that way but we can
00:12:10 certainlygo through the exercise with
00:12:12 legal and the rest of the staff to

00:12:16 that would look but that is our
00:12:18 concern, also. If we get too large with
00:12:19 the grants then that does take money
00:12:24 away to projects further on down the
00:12:25 line.

00:12:50 problem. This is causing structural
00:12:51 problems to the building. You don't
00:12:53 want that building to fall. Then you
00:13:00 really have a big problem.
00:13:01 >> So, that is where this changes the
00:13:02 project plan would allow for that type
00:13:04 of work to occur in the future.
00:13:06 >> The only question I have is,
00:13:15 [inaudible] on those other times?
00:13:16 >> I think because they are larger
00:13:17 than what we have right now they are
00:13:18 $50,000 as opposed to 25,000 for the
00:13:19 current vacant underutilized
00:13:24 building for the we don't want to take,
00:13:25 reserve is much money in the TIRZ for
00:13:27 all the projects that we are thinking
00:13:28 about these policies would, these
00:13:35 policy changes what happened. We want
00:13:36 to be mindful also we have several big
00:13:37 projects coming down the line that are
00:13:38 going to take millions of dollars. We
00:13:42 have a City Hall site we know of
00:13:43 probably using some other larger scale
00:13:44 project development projects that we
00:13:46 will be asking for some significant
00:13:47 parts of TIRZ monies to make sure we
00:13:51 have allocations for everybody and
00:13:53 everything.

00:13:59 >> I guess I need some clarity because
00:14:00 council persons are talking about
00:14:03 a specific project and I'm looking at a
00:14:07 change in policy for multiple projects.
00:14:12 So is a card I need?

00:14:23 >> It's kind of a convoluted thing
00:14:24 going on [inaudible]. Also specific
00:14:31 project [inaudible]. How those to work
00:14:34 >> Right. So I mean, we understand --
00:14:38 issues or historic buildings deal with
00:14:39 on a very frequent basis. They are not
00:14:41 cheap as Mr. Harper realizes in those.
00:14:44 So that is to where we would like to
00:14:47 try to have more money available for
00:14:48 those projects but we don't want to
00:14:51 have too much of an amount of money
00:14:56 because then we want to make sure we
00:14:57 have enough money set aside these other
00:14:58 much larger TIRZ projects.
00:15:02 >> So I need some clarity from
00:15:05 councilmember Franklin's comments. He
00:15:06 was speaking of a specific project and
00:15:07 I was making sure we were talking about
00:15:13 a policy change. I just want to clarity
