ITEM SUMMARY:
• This Resolution authorizes the formal rejection of all bids received under solicitation 26-02ITB for Road Materials, Asphaltic Concrete.
BACKGROUND INFORMATION:
• The City issued an Invitation to Bid 26-02ITB Materials, Asphaltic Concrete on August 29, 2025.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 188 matching Bonfire supplier notifications, which included one (1) Historically Underutilized Business (HUB) suppliers
• In response to all notices published, four (4) bids were received on September 18, 2025, from the following respondents:
o Hall Brothers, Inc
o Overland Corporation/Overland Materials & Manufacturing Inc
o RoadXChange Melissa LLC
o Austin Asphalt, Inc
• The bids were reviewed by the Streets Division and Procurement Services, who determined that all submissions were non-responsive. Procurement Services will be rebidding the Road Materials, Asphaltic Concrete annual contract.
