RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This item authorizes the application for and acceptance of, if awarded, a Collin County Parks and Open Space Funding Assistance Program grant for the Cottonwood Creek Trail @ 121 project and other related improvements.

 

                     The application submission deadline to Collin County is July 8, 2024, with an award announcement in October of this year.

 

                     This project will include land acquisition and improvements along Cottonwood Creek for a 12’ concrete trail connection. The trail will provide a connection under SH121 bridge at the City of Allen’s constructed trail and extend north to Collin McKinney Parkway to connect to McKinney’s existing trail.

 

                     The Cottonwood Creek trail project will fill a gap and create a significant regional connection for Collin County between Allen and McKinney.

 

BACKGROUND INFORMATION: 

                     Upon award, the project will be ready to begin negotiations to acquire the needed pedestrian public access easements or land. Once acquired the design of the trail project will begin utilizing a landscape architect from the City’s approved vendor list.

 

                     Staff recently walked the site with City of Allen staff and will be coordinating design efforts on the connection under the HWY 121 overpass.

 

                     The Trails Master Plan identifies this connection as a key trails catalyst project.

 

                     Additionally, this trail connection is designated as a regional trial within the Collin County Reginal Master Plan.

 

FINANCIAL SUMMARY: 

                     The Parks and Recreation Department is requesting assistance in the amount of $300,000.

 

                     This funding program requires a 50% match from the City, which is due upon award notification this October.

 

o                     There is $300,134 programmed in FY25 for a new project (PK2507) as part of the proposed FY25-FY29 CIP budget that will be presented to Council in August 2024.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Board unanimously approved this item at the June 13th meeting.
