RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve Resolution

 

ITEM SUMMARY: 

                     The Airport is requesting approximately $1,362,000 in remaining allocated Infrastructure Investment and Jobs Act (IIJA) funding to be applied toward Project AI2501, the Airport Master Plan Update, for McKinney National Airport.

 

BACKGROUND INFORMATION: 

                     McKinney National Airport intends to undertake an update to its Airport Master Plan, a long-range planning document required by the FAA that guides development of airport facilities to meet projected aviation demand. Project AI2501 also includes development of an updated Airport Layout Plan (ALP) and Exhibit A property map drawing, along with associated project administration and quality control activities.

                     An RFQ (No. 26-34RFQ) was issued to solicit qualified firms to provide professional services for the Airport Master Plan Update. The Evaluation Committee has completed its evaluation of the submitted responses, and the recommended award is scheduled to be presented to City Council for consideration on July 21, 2026.

                     As part of this effort, the Airport intends to submit an Application for Federal Assistance (FAA Form 5100-101 and associated SF-424) to formally request and accept the IIJA grant funds for this project.

 

FINANCIAL SUMMARY: 

                     The Airport is requesting approximately $1,362,000 in remaining allocated Infrastructure Investment and Jobs Act (IIJA) funding to support Project AI2501.

                     The project is proposed to be funded through a combination of IIJA federal grant funds and Airport local funds.

                     The total estimated cost of the Airport Master Plan Update, based on the draft engineering fee proposal, is approximately $1,886,980.

                     The Airport is responsible for the required 5% local match on IIJA grant funds, as well as funding project scope not eligible for grant reimbursement, for a total local contribution of $524,980.

                     Funding for the local match and additional project scope is currently appropriated in Project AI2501. A companion agenda item is scheduled for the July 7 City Council meeting to appropriate the FY26 IIJA grant funding into the project.

                     Upon approval and award of the IIJA grant, the Airport Master Plan Update will be fully funded.
