RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Halff Associates, Inc. to provide professional engineering services for the design of the Wilmeth Road - McIntyre Road Grade Separation (CIP Project ST2552) for an amount not to exceed $3,600,000.

 

BACKGROUND INFORMATION:

                     The Master Thoroughfare Plan (MTP) designates a future extension of Wilmeth Road east of State Highway 5 as a Major Arterial (M6D designation).

                     The FY26 Capital Improvement Program (Project ST2552) includes funding for the design and construction of the Wilmeth Road - McIntyre Road Grade Separation project.

                     FY 2023-2024 Railroad Crossing Elimination Grant Program through the Federal Railroad Administration approved funding to the City in the amount of $3,139,500 for costs associated with the design of the Wilmeth Road - McIntyre Road Grade Separation.

                     This grade separation is necessary to complete the city’s proposed Wilmeth Road Extension Project East of State Highway (SH) 5 which terminates west of the DART railroad.

                     Halff Associates, Inc. submitted a response to 24-46RFQ for On-call Roadway Design Services and was one of fourteen (14) firms shortlisted by City Council on September 17, 2024. 

                     Halff Associates, Inc. submitted a proposal for this project in the amount of $3,129,100.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Project Management/Coordination, Alternative Analysis, Preliminary Engineering Services and Pre-Final Design Services, Floodplain Studies).

o                     Special Services (Surveying for Design, Franchise Utility Engineering, Subsurface Utility Engineering Services, Right of Way/Easement Documents, Geotechnical Engineering, Environmental Investigation and Permits, and Conditional Letter of Map Revision (CLOMR) Preparation).

                     The preliminary opinion of probable construction cost is $34,318,000.

                     The fee for basic services is $2,177,000.00 (6.34% of the engineer’s opinion of probable cost of construction) and the fee for special services is $952,100.00 (2.77% of the engineer’s opinion of probable cost of construction).

                     The professional services are to develop the project plans up to ninety percent (90%) pending the next grant phase from the Federal Railroad Administration which will fund construction phase of the project.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a professional engineering design services contract and any necessary supplemental agreements with Halff Associates, Inc., for an amount not to exceed $3,600,000.                     

                     Funding for this contract is included in the Capital Improvements Program (ST2552).

                     With the approval of this item, $885,000 will remain in project ST2552.
