ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Southern Trenchless Solutions LLC, for the Construction of the Wilson Creek Sanitary Sewer Manhole Rehabilitation Project (CIP Project WW2550) for a total contract amount not to exceed $1,100,000.
BACKGROUND INFORMATION:
• An Interlocal Agreement (ILA) between the City and North Texas Municipal Water District (NTMWD) was approved by City Council on August 6, 2024.
• Per the ILA, NTMWD is to pay for increasing the rim elevation of up to eighteen (18) manholes within the McKinney-owned portion of the Wilson Creek Sewer System.
• Raising the manhole rim elevations to an elevation above the model predicted hydraulic grade line (HGL) will reduce the likelihood of model predicted Sanitary Sewer Overflows (SSOs) until the NTMWD’s Stover Creek Lift Station and Force Main projects are operational in late 2028.
• NTMWD has previously escrowed $665,000 to the City to fund design and construction for the project. All remaining overages will be billed to NTMWD upon completion of the project.
• Gresham Smith, prepared the construction plans for the Wilson Creek Sanitary Sewer Manhole Project (CIP Project WW2550).
• The City issued an Invitation to Bid (26-57ITB) to solicit responses from qualified contractors for the Construction of Wilson Creek Sanitary Sewer Manhole Rehabilitation

o 333 matching Bonfire Supplier Notifications which included three (3) Historically Underutilized Business (HUB) suppliers.
• Out of 333 supplier notifications, two (2) bids were received and opened by Procurement Services on May 7, 2026. The following is a summary of the bids:

• Southern Trenchless Solutions LLC submitted the low bid in the amount of $995,337.83 for Base Bid plus Bid Alternate 1.
• Southern Trenchless Solutions LLC submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation from Gresham Smith.
• The contract documents require that this project be substantially completed within 180 calendar days after the issuance of Notice to Proceed, which is expected to be issued in August 2026. Construction is expected to be completed by March 2027.
FINANCIAL SUMMARY:
• This resolution authorizes a contract and all necessary change orders with Southern Trenchless Solutions LLC, for an amount not to exceed $1,100,000.
• With the approval of this item, $17,135 will remain in WW2550.
