ITEM SUMMARY: 

                     Motorola is discontinuing support of the current siren activation controller located in each siren and replacing it with the MC-Edge APX 4000 siren activation controller. Motorola also updated their software to OptiWarn. The OptiWarn™ control center provides a graphical user interface for complete control of the siren system.

                     The proposed design enhances the McKinney Outdoor Warning Siren (OWS) system by continuing to leverage the ASTRO IV&D radio network to transport data and voice to twenty-nine (29) siren locations. Utilizing the IV&D infrastructure offers the inherent security of the IV&D radio network - ensuring alerts and announcements are securely sent and the siren network is always available.

 

BACKGROUND INFORMATION: 

                     The Office of Emergency Management was approved to use $350,000 from the Public Safety Improvement Fund (FP2351) to upgrade the outdoor warning siren (OWS) system.

                     In 2023, we received an initial quote from Motorola to upgrade to MC-Edge/OptiWarn Technology (hardware and software) for $610k, a considerable increase from earlier discussions with Motorola. After a significant period of back-and-forth communication with Motorola, an estimate was finalized to complete the work. See Financial Summary.

                     The cost of this project has increased, and OEM is seeking additional funds to complete the system upgrades on 29 outdoor warning sirens.

 

FINANCIAL SUMMARY: 

                     The Fiscal Year 2023-2024 Annual Budget and the 2024-2028 Capital Improvements Program to be amended by appropriating $134,000 from the Public Safety Improvement Fund balance to CIP Project FP2351, Outdoor Warning Sirens Upgrade Project to cover the increase.
