ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Garret Shields Infrastructure, LLC, for the Construction of the Citywide Street Rehabilitation Project (CIP Project ST2408) for a total contract amount not to exceed $9,200,000.
BACKGROUND INFORMATION:
• The project encompasses street improvements primarily focused on panel replacement and striping.
• The proposed improvements to the Citywide Street Rehabilitation Project (CIP Project ST2408) are planned to include the following:
o Panel replacements along Virginia Parkway between S Stonebridge Drive and US 75, and Eldorado Parkway between Ridge Road and US 75.
o Restriping along Eldorado Parkway between Ridge Road and US 75, and Virginia Parkway between S Stonebridge Drive and US 75.
o Repairing broken curbs within the limits along Virginia Parkway (between S Stonebridge Drive and US 75) and Eldorado Parkway (between Ridge Road and US 75).
• The Engineering Department prepared the construction plans in-house for the Citywide Street Rehabilitation Project (CIP Project ST2408).
• The City issued an Invitation to Bid (25-32CC) to solicit responses from qualified contractors for the Construction of Citywide Street Rehabilitation.
o Advertised in the McKinney Courier Gazette and Celina Record.
o Posted on McKinney TV.
o 9,213 Bonfire supplier notifications which included eighteen (18) Historically Underutilized Business (HUB) suppliers.
• Out of 9,213 supplier notifications, six (6) bids were received and opened by Procurement Services on March 6, 2025. The following is a summary of the bids:

• Garret Shields Infrastructure, LLC, submitted the low bid in the amount of $8,342,086.80 for the base bid plus all of the bid alternates.
• The contract documents require that this project be substantially completed within 335 calendar days after the issuance of the Notice to Proceed, which is expected to be issued in May 2025. Construction is expected to be complete by May 2026.
• Garret Shields Infrastructure, LLC submitted references and qualifications that were verified in accordance with the bid specifications.
• There is an accompanying item on the Council Agenda for the project authorizing a contract for materials testing.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Garret Shields Infrastructure, LLC, for an amount not to exceed $9,200,000.
• With the approval of this item and the accompanying material testing contract, $795,000 will remain in Project ST2408.
