RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution
ITEM SUMMARY:
• This item authorizes the City Manager to enter into a roadway impact fee agreement with MCINTYRE PHASE I OWNER, L.P., for the construction of Wilmeth Road, and dedication of Right-Of-Way, generally located along the north side of future Wilmeth Road in an area between the east side of State Highway 5 and the property line of the Dallas Area Rapid Transit (DART) Railroad Right-Of-Way crossing
• In conjunction with the Chi McIntyre Development (approximately 139.077 acres), the applicant is required to construct two lanes of Wilmeth Road (extending approximately 2,700 linear feet), and to dedicate the respective rights-of-way (all of which are roadway impact fee credit eligible and shown on the attached roadway exhibit and labeled as the “Developer Responsibility”).
• The City and Developer are entering into a separate Chapter 380 Economic Development Agreement to compensate the Developer for the design and construction of the remainder of Wilmeth Road that is not adjacent to the Property (shown on the attached roadway exhibit and labeled as the “McKinney Responsibility”).
• Due to the roadway improvements generating greater vehicle-miles of supply than necessary to serve the Chi McIntyre Development, the City agrees to grant Developer impact fee credits in conjunction with the acceptance of the roadway improvements.
• Following the Developer’s dedication of right-of-way and City acceptance of all roadway improvements, the Developer shall receive roadway impact fee credits of 620.9649 service units.
BACKGROUND INFORMATION:
• An associated preliminary plat (PLAT2025-0172) and Site Plan (SITE2025-0045) for Chi McIntyre Development has been approved. A final plat will be submitted and may be filed once all required public improvements have been installed and accepted by the City.
• A separate Chapter 380 Economic Development Agreement for Chi McIntyre Development is going to City Council for consideration on April 21st, 2026.
FINANCIAL SUMMARY:
• As proposed in the agreement, the construction of Wilmeth Road will allow the roadway impact fees for up to 620,965 square feet of industrial warehousing to be waived (estimated value of $1,068,059).
