RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• The Airport has reached agreements with users of the new terminal for the following improvements:
o Construction of an approximately 4,000-square-foot support building for airline tenants (estimated construction cost of $1.5M to $1.7M).
o Construction of office space within the airport terminal for airline tenants (estimated construction cost of $50,000).
o Construction of the concession area within the airport terminal (estimated construction cost of $1M).
• The additional improvements are the result of operational requirements and agreements with the airline / terminal users that were finalized after the original terminal design scope was established.
• The additional improvements require Owner’s Representative services to assist the City with project coordination, design and construction oversight, schedule and budget monitoring, and coordination among the project consultants, contractor, Airport, and City staff.
• Spinelli Construction LLC, the Owner’s Representative consultant for the McKinney National Airport Commercial Terminal Project, submitted a proposal in the amount of Sixty-eight Thousand, Five Hundred and No/100 Dollars ($68,500) to provide additional Owner’s Representative services associated with these improvements.
• This Resolution authorizes the City Manager to execute an amendment to the Professional Services Agreement with Spinelli Construction LLC for additional Owner’s Representative services related to the McKinney National Airport Commercial Terminal Project (AI2250) for an amount not to exceed (NTE) $75,300, which includes an owner’s contingency of $6,800.
• The additional Owner’s Representative services will be performed in coordination with the design and construction schedule for the additional terminal improvements.
BACKGROUND INFORMATION:
• On October 15, 2024, the City of McKinney approved Resolution No. 2024-10-178R establishing a pool of pre-qualified firms to provide Owner’s Representative and Program Management Services to the City. Spinelli Construction LLC was one of seven consulting firms selected through RFQ 24-68RFQ to participate in the consultant pool.
• Spinelli Construction LLC is currently providing Owner’s Representative services for the McKinney National Airport Commercial Terminal Project and has performed satisfactorily.
• Spinelli Construction LLC provides professional Owner’s Representative and project management services to assist the Facilities Construction Division with the management and delivery of the Commercial Terminal Project.
• Continuing with Spinelli Construction LLC for the additional improvements provides continuity with the ongoing terminal project and allows the additional work to be efficiently coordinated with the overall project while maintaining consistency in project management, schedule and budget oversight, consultant coordination, and construction administration.
FINANCIAL SUMMARY:
• The Resolution authorizes an amendment to the Professional Services Agreement with Spinelli Construction LLC for additional Owner’s Representative services for an amount not to exceed $75,300, which includes an owner’s contingency of $6,800.
• If approved, the addition of $75,300 for the additional Owner’s Representative services will increase the contract with Spinelli Construction LLC to $347,640 plus the total owner’s contingency to $33,800.
• Upon approval of this item and three companion agenda items, including amendments to the Architectural/Engineering (A/E) Services Agreement, Construction Materials Testing (CMT) Agreement, and Building Systems Commissioning (Cx) Agreement, $869,540 will remain available within Project AI2250. No additional appropriation is requested with this item.
• Based on the current combined construction cost estimate of $2.55M to $2.75M, sufficient funding for construction of these additional improvements is anticipated to be available within the contingency funds included in the Swinerton construction contract.
