RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

ITEM SUMMARY: 

                     The recommended contractor, Muckleroy & Falls, has submitted a proposal to provide design/build services for the Redbud Pump Station Storage and Workshop Building Project in the amount of $6,088,260.

                     This Resolution authorizes the City Manager to execute an Amendment to the Design/Build Agreement with HM & MF, LTD. dba Muckleroy & Falls for a Guaranteed Maximum Price (GMP) for the Redbud Pump Station Storage and Workshop Building Project (WA2606), located at 3601 Redbud Blvd, McKinney, Texas 75069, in an amount not to exceed $6,138,260, which includes an owner’s contingency of $156,113.

BACKGROUND INFORMATION: 

                     On October 6, 2025, the City Council authorized the City Manager to execute a Professional Design/Build Services Agreement with HM & MF, Ltd., dba Muckleroy & Falls for preconstruction services related to the Redbud Pump Station Storage and Workshop Building Project (WA2606), in an amount not to exceed $537,371, including $50,000 in owner’s contingency.

                     The Redbud Pump Station Storage and Workshop Building Project will provide centralized indoor storage for water and wastewater pumps, motors, and other critical equipment that is currently stored at multiple locations. Indoor storage will protect this equipment from weather and other external elements, improve organization and operational efficiency, and consolidate critical equipment at a single Public Works location.

                     The project will also provide dedicated workshop space where Water and Wastewater operators can inspect, maintain, and work on pumps and motors. Operators do not currently have a dedicated facility for this work. The storage and workshop building was included in the original site plan for the Redbud Pump Station, but was not constructed at that time due to limited available funding. This project completes that originally planned component of the Redbud Pump Station site.

                     The scope of work includes construction of the storage and workshop building and associated site, utility, electrical, mechanical, and other improvements necessary to support the facility and its intended operations.

                     Construction is anticipated to take approximately twelve (12) months following issuance of the Notice to Proceed.

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute an Amendment to the Professional Design-Build Agreement for the Redbud Pump Station Storage and Workshop Building Project with HM & MF, LTD. dba Muckleroy & Falls for a Guaranteed Maximum Price (GMP) of $6,138,260, which includes an additional owner’s contingency of $156,113.

                     Upon approval of this agenda item and the companion budget amendment for the Redbud Pump Station Storage and Workshop Building, $335,980 will remain in this project.
