RECOMMENDED CITY COUNCIL ACTION:                     

•                     City staff recommends the City Council approve the proposed Resolution approving the Fiscal Year (FY) 2026-2027 funding amounts for the Community Support Grants (CSG) and Transit Homelessness Response Grant.

 

ITEM SUMMARY: 

•                     The Community Grants Advisory Commission (CGAC) has reviewed and made funding recommendations for $405,000 under the CSG program and $20,000 under the Transit Homelessness Response Grant for the City Council’s consideration for FY 2026-27.

 

BACKGROUND INFORMATION: 

•                     City Council established the CSG program as a formal process for evaluating requests from non-profit agencies and city administered programs that provide public services and activities to assist eligible McKinney residents. Organizations and programs that provide services that promote the health, safety, and welfare of McKinney residents, are eligible for funding consideration. 

•                     In May 2006, the City Council approved Resolution No. 2006-05-086 establishing a policy for prioritizing CSG for qualified entities serving residents.

•                     In April 2010, the City Council approved Resolution No. 2010-04-041 further defining grant priorities to include basic needs: food and clothing, housing and shelter, and non-financial assistance; health and medical treatment, including mental health; housing financial assistance and transportation, the sole service being provided. The resolution also established a minimum grant request of $3,000 per activity. There are no maximum grant award amounts, however, the funding pool is limited.

•                     In February 2026, the City Council approved additional categories under the CSG program, to include:

o                     Homelessness Response - support services for unsheltered residents and inclement weather operations for warming or cooling stations; and

o                     Nonprofit Capacity Building Support - pilot category to help agencies develop and expand their ability to serve McKinney residents, while strengthening operational capacity.

•                     Additionally, the Consolidated Grants Process (Community Development Block Grant and CSG) was also expanded to include the Transit Homelessness Response Grant, administered under the Transit Services division to provide a competitive grant process and enhance transparency.

•                     The FY 2027 Consolidated Grant Process began in February 2026 with a pre-application meeting and technical assistance support for interested applicants. Applicants were able to submit a maximum of two applications for consideration by the April 2026 deadline.

•                     The Consolidated Grant Process saw increased interest with 9 new applicants over 50 new applications, and a 15% increase in technical assistance support requests.

•                     The city conducted two public hearings in April and May 2026, to consider funding requests. The CGAC deliberated in July 2026 to determine and finalize funding recommendations for the City Council consideration.

 

FINANCIAL SUMMARY: 

•                     In September 2026, the City Council approved a budget of $405,000 under the city’s FY 2027 General Fund for the CSG program and $20,000 for one eligible nonprofit under the Homelessness Response Transit Grant.

•                     For the CSG program, allocations will be paid from account number, 001-9999-403-8559. For the Homelessness Response Transit Grant, the allocation will be paid from account number 073-1273-463-8516.  Each organization will sign a grant agreement that details the funding amounts, program requirements, and performance expectations through annual and quarterly reporting. City administered programs are under the same expectations of reporting and performance. The public and City Council are updated on program performance at the end of the program year.
