RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with Pape - Dawson Engineers, LLC to provide additional professional engineering services for the design of the East McKinney Drainage Study and Street Rehabilitation Project (DR2224 and ST2224) for an increase in the not to exceed from $790,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,024,000.00.
BACKGROUND INFORMATION:
• Pape - Dawson Engineers, LLC is currently under contract with the City for design and construction administration services related to the East McKinney Drainage Study and Street Rehabilitation project.
• Council provided direction to add sidewalks to all reconstruction projects after this design contract was executed with the consultant. As a result of this direction and the findings of the initial drainage study, additional design elements were identified during design that need to be addressed, including:
o Vertical profile adjustments to address drainage issues.
o Adding sidewalk to the project.
o Narrowing the existing roadway in some locations to accommodate the sidewalk.
o Four (4) easement documents were assumed and included in the contract, but because of required drainage improvements, eight (8) additional easement documents will be required to acquire temporary construction easements and permanent drainage easements.
o Due to the expanded scope of work related to sidewalk and drainage improvements, additional Subsurface Utility Engineering is needed to verify the location of existing franchise utilities to minimize conflicts during construction.
• Pape - Dawson Engineers, LLC submitted a proposal for $212,810 for these additional services ($1,024,000.00 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $790,000. The following additional services will be needed:
o Field Survey
o Final Engineering
o Subsurface Utility Engineering
o Right of Way and Easement Documents
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with Pape - Dawson Engineers, LLC, for an increase to not to exceed contract amount from $790,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,024,000.
• Funding for this contract is included in the Capital Improvements Program Projects ST2224:
o Project ST2224 - Account 21 - $234,000
• With approval of this item, $0 will remain in project ST2224.
