ITEM SUMMARY: 

                     The Parks and Recreation Department is requesting to reallocate funds in the amount of $2,300,000 for design, construction, and equipment purchases to deliver substantial updates in a single phase to the Old Setter’s Recreation Center and Park.

BACKGROUND INFORMATION: 

                     The MCDC approved $5,500,000 in funding for this FY18-19 to implement various elements of the Parks Master Plan.

                     Part of the approved funding included $1,800,000, for a total amount of $2,000,000, to commence with the first phase of the renovation of the Old Settler’s Recreation Center.

                     MCDC approved funding for other Parks projects in 2016 and 2017 that are available for reallocation to the Old Settlers Recreation Center renovation.

                     This request to reallocate funds will allow the Parks & Recreation Department to complete all improvements to the Center in a single phase, resulting in a shorter construction timeline, cost savings, and less interruption to programming.

                     The scope of work shall include renovating the entire Center, including but not limited to: refurbishing the existing restrooms, the north gym and all of the multipurpose spaces and corridors, as well as adding more parking spaces, creating a new pavilion attached to the building, and enclosing the existing outdoor pavilion to provide a fitness area, meeting rooms, bathrooms with showers, lounge area, and new main entrance with a control desk.

                     Funds for this work shall be assembled as follows: amending Project 16-08 to

reallocate $1,000,000 of $2,270,000 to the Old Settlers Recreation Center Renovation (PK4398); amending Project 16-08 to reallocate $246,000 of $250,000 to the Old Settlers Recreation Center Renovation (PK4398); amending Project 17-05 to reallocate $54,000 of $250,000 to the Old Settlers Recreation Center Renovation (PK4398); and amending Project 18-08 to reallocate $1,000,000 of $1,225,000 to the Old Settlers Recreation Center Renovation (PK4398)

 

FINANCIAL SUMMARY:

                     This request is eligible for MCDC consideration under Sections 501 to 505 of the Texas Local Government Code.

                     These projects promote parks and park developments that will enhance the quality of life for McKinney residents.
