RECOMMENDED CITY COUNCIL ACTION:
· Approval of the attached Resolution.
ITEM SUMMARY:
· The scope of work consists of design and engineering services for Bonnie Wenk Park including the placement of two pedestrian bridges, layout of a hike and bike trail, drainage improvements for Wilson Creek and a hike and bike trail entryway to the park.
· The proposed hike and bike trail segments will complete the following gaps:
o A connection from the north hike and bike trail to the south hike and bike trail in Bonnie Wenk Park by providing an undergrade crossing at Virginia Parkway and Wilson Creek.
o A connection between the south hike and bike trail in Bonnie Wenk Park to Al Ruschhuapt Soccer Complex.
· LanArc Design, Inc. has proposed design and engineering services for the Bonnie Wenk hike and bike trail segment of the Wilson Creek hike and bike trail totaling $79,400.
· Scope of services:
o Architectural and Engineering $74,900
o Reimbursable Expenses Allowance $ 4,500
o Total $79,400
· It is recommended that the Council authorize the Interim City Manager to execute a contract with LanArc Design, Inc. in an amount not to exceed $79,400 for design and engineering services for the Bonnie Wenk hike and bike trail segment of the Wilson Creek hike and bike trail project.
BACKGROUND INFORMATION:
· Construction of a segment of the Wilson Creek hike and bike trail within Bonnie Wenk Park from Virginia Parkway to Hardin Boulevard was completed in 2009.
· A hike and bike trail segment on the west side of Hardin Boulevard north to Cockrill Middle School and west to cross Franklin Branch was also completed in 2009.
· Currently there is a continuous trail from Virginia Parkway along Wilson Creek north through the Creekview Estates subdivision to McKinney
Boyd High School.
· This proposed segment will provide a continuous trail from Towne Lake to McKinney Boyd High School.
FINANCIAL SUMMARY:
· The hike and bike trail construction cost will come from the Bonnie Wenk Park Project (PK5085) which is a FY 09-10 Capital Improvements Program funded by MCDC funds.
BOARD OR COMMISSION RECOMMENDATION:
· On August 12, 2010, the Parks, Recreation and Open Space Advisory Board recommended to City Council that LanArc Design, Inc. be awarded a design contract for the Bonnie Wenk Park hike and bike trail segment of the Wilson Creek hike and bike trail.
