RECOMMENDED COMMISSION ACTION:                     

                     Consider and provide funding recommendations to the City Council for the FY 2026-2027 Transit Homelessness Response Grant.

 

ITEM SUMMARY:

                     The Community Grants Advisory Commission (CGAC) will consider proposals under the Transit Homelessness Response Grant.

                     On May 21, 2026, the CGAC conducted a public hearing to review applications for the Transit Homelessness Response Grant. Commissioners will determine a recommendation for one agency to receive funding.

 

BACKGROUND INFORMATION:

                     To help individuals that are currently unhoused, the City of McKinney strives to provide some level of financial support to nonprofit organizations whose mission is to service the unhoused community, to further the public purpose of reducing the number of households who are experiencing, or those at-risk of experiencing homelessness within the city. The purpose of the grant is to support individuals experiencing homelessness by connecting them to work, school, or medical care through the Collin County Transit Program.

                     In previous years, agencies receiving grant funds from the city’s budget for transit and other support services were not included under a competitive process. To improve public transparency all nonprofit agencies requesting funds to provide community or public services, must now apply through the Consolidated Grants process.

                     The transit funds will be made available under a new transit grant under the existing CSG which began in February 2026. The City of McKinney will award one (1) grant totaling $20,000 to the nonprofit organization that best demonstrates how the public would benefit from the grantee's provision of services in this focus area. City Council will conduct the final public hearing on Monday, October 5, 2026.

 

FINANCIAL SUMMARY:

                     The proposed FY26-27 budget for the Transit Homeless Respond Fund is $20,000. The final budget will be approved by Council in September 2026, and funding will be available in October 2026.
