RECOMMENDED CITY COUNCIL ACTION: Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract not to exceed $100,000 with All American Dogs, Inc., for On-Call Animal Control Services during on-call hours (outside of the City’s normal business hours) during the following periods:

 

(a)                     Beginning on January 1, 2025 - January 31, 2025, between the hours of 5:00 p.m. and 8:00 a.m. on Monday through Friday and all day (24 hours) on Saturdays and Sundays of each such week or portion of a week; and

(b)                     Beginning on February 1, 2025, through September 30, 2025, between the hours of 5:00 p.m. and 8:00 a.m. on Monday through Sunday of each such week or portion of a week.

(c)                     The aforementioned dates are subject to change as circumstances and contractual obligations warrant.

 

                     Primary Responsibilities include promptly responding to emergency calls involving the following types of animal related incidents:

 

o                     Animal attacks;

o                     Sick or injured animals;

o                     Public safety threats;

o                     High-risk wild animals inside a residence. High-risk animals include snakes, raccoons, bats, or any other rabies vector species; and

o                     Police or Fire Department incident response assistance.

 

BACKGROUND INFORMATION: 

                     Due to unforeseen staff turnover, additional support is needed to provide Animal Control Services particularly outside of the City’s ordinary business hours.

                     Providing Animal Control Services around the clock protects the public health, safety and welfare, and the procurement of such services falls within an exception to the State’s competitive bid laws that is set out in Section 252.022(a)(2) of the Texas Local Government Code.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute a contract with All American Dogs, Inc., for an amount not to exceed $100,000.00. Services provided under this contract will utilize the funding account: 001-5222-443-85.16.
