RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $383,000.00, as well as all required supplemental agreements thereto, with Kimley-Horn and Associates, Inc. for professional engineering services for the Medical Center Drive (Frisco Road to Spur 399) Project (CIP Project ST2105), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $440,000.00.

 

BACKGROUND INFORMATION:

                     The project will involve design services to widen the existing undivided Medical Center Drive from Frisco Road to Spur 399 to four lane divided minor arterial (M4D classification) to provide a consistent roadway section connecting Medical Center Drive north of Sam Rayburn tollway and to future Fairview Parkway section at Frisco Road.

                     The project consists of approximately 1,500 linear feet of concrete pavement, sidewalk, pedestrian crossings, illumination, and improvements to the signal at SE corner of Medical Center Drive and Spur 399.

                     Kimley Horn and Associates, Inc. submitted a response to 21-41RFQ for On-call Roadway Design Services They were one of eleven firms shortlisted by City Council on September 7, 2021.

                     Staff has negotiated a scope and fee from Kimley-Horn and Associates, Inc. for professional engineering services and construction administration services in the amount of $383,000.00. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid Phase Services)

o                     Special Services (Franchise Utility Coordination, Subsurface Utility Engineering, Right-of-Way and Easement Documentation, Public Involvement, and Construction Administration)

                     The preliminary opinion of probable construction cost (OPCC) is $3,908,000 which includes assumed construction inflation contingencies.

                     The fee for basic services is $285,000.00 (7.3% of the engineer’s OPCC) and the fee for special services is $98,000.00 (2.5% of the engineer’s OPCC).

                     Staff is requesting approval of a not to exceed (NTE) amount of $440,000.00 in the event minor adjustments in the project scope are required during the design or construction administration services provided.

                     Design of this project is anticipated to take approximately 9 months to complete with construction estimated to begin in spring 2024.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc. for an amount not to exceed $440,000.00.

                     With the approval of this item, $1,713,000.00 will remain in ST2105.

                     Additional funding necessary for the construction of these improvements will be included in the upcoming FY24 Capital Improvement Program Budget.
