ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $1,365,948.00, as well as all required supplemental agreements thereto, with CP&Y Inc. dba STV Infrastructure for professional consulting engineering services for the East Virginia Street Extension (Murray Street to Airport Drive) Project (CIP Projects ST2307, WA2307, WW2307), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,575,000.00.

 

BACKGROUND INFORMATION:

                     City Council adopted the East McKinney Mobility and Transportation Alignment Study on January 17, 2023. The study shows an extension of Virginia Street to create a new connection to Airport Drive.

                     On September 5, 2023, City staff submitted a resolution for City Council approval authorizing the City Manager to execute a contract and any necessary supplemental agreements with CP&Y Inc. dba STV Infrastructure for the development of four (4) alignment alternatives, environmental studies, topographical and boundary survey, geotechnical investigation, and public involvement under CIP Project ST2307.

                     On April 11, 2024, a public meeting was held at Old Settler’s Recreation Center followed by a targeted follow-up public meeting at the Roy and Hellen Hall Library on June 21, 2024. City and STV staff presented four (4) alignment alternatives, project details, and their respective impacts. Public feedback was collected from affected residents, businesses, neighborhood leaders, and a preferred alignment has been selected.

                     The FY25-29 Capital Improvement Program (CIP) includes funding for comprehensive infrastructure improvements to Virginia Street between Murray Street and Airport Drive.

                     Design will incorporate street pavement construction improvements, on-street parking, underground utilities, enclosed storm drainage system construction, pedestrian walkways/ADA accessibility, construction of driveways, grading, landscaping, illumination, signals, and other associated street elements.

                     CP&Y Inc. dba STV Infrastructure submitted a response to 24-46RFQ for On-call Roadway Design Services and was one of fourteen (14) firms shortlisted by City Council on September 17, 2024.

                     CP&Y Inc. dba STV Infrastructure submitted a proposal for this project in the amount of $1,365,948.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design Services and Bid Phase Services)

o                     Special Services (Additional Field Topographic Survey for Design, Subsurface Utility Engineering, Franchise Utility Coordination, Right-of-Way and Easement Documentation, Supplemental Environmental Investigation and Specification, Environmental and Cultural Coordination, Direct Expenses, LOMR (Letter of Map Revision), Post-Construction Field Topographic Survey Support to LOMR, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) is $9,300,000.00

                     The fee for basic services is $951,390.00 (10.23% of the OPCC) and the fee for special services is $414,558.00 (4.46% of the OPCC).

                     Design of this project, including required easement acquisition, is anticipated to take 15 months to complete. Construction is anticipated to begin in Late Summer 2026 and to be completed by Late Fall 2027.

FINANCIAL SUMMARY:

                     The Resolution authorizes a professional services contract and any necessary supplemental agreements with CP&Y Inc. dba STV Infrastructure for an amount not to exceed $1,575,000.00. Professional Services under this contract will utilize the following projects and funding accounts:

o                     Project ST2307 - Account 21 - Street (86.0%) - $1,354,500.00.

o                     Project WA2307 - Account 20 - Water (6.6%) - $103,950.00.

o                     Project WW2307 - Account 20 - Wastewater (7.4%) - $116,550.00.

                     With the approval of this item, $4,855,179.97 will remain in ST2307. Additional street revenues required for construction of this project are anticipated to be issued through Street General Obligation Debts in FY25.

                     With the approval of this item, $771,050.00 will remain in Project WA2307. Additional water revenues required for construction of this project are anticipated to be issued through Utility Revenue Bonds in FY25.

                     With the approval of this item, $758,450.00 will remain in Project WW2307. Additional wastewater revenues required for construction of this project are anticipated to be issued through Utility Revenue Bonds in FY25.
