ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $114,800, as well as all required supplemental agreements thereto, with a not to exceed amount of $126,280 for professional consulting architectural and engineering services for Housing Rehab of Single-Family Residence Reconstruction Projects.
BACKGROUND INFORMATION:
• The Housing Rehabilitation & Reconstruction Program provides McKinney low- and moderate-income homeowners with home repairs to assist with health and safety issues in their homes. When these issues are too extensive, the program will provide for demolishing the current house and reconstructing a new home for qualified applicants to maintain housing affordability in the City.
• The Housing & Community Development department needed a firm that could provide two (2) different design layouts for these new reconstruction projects.
• The City issued a 26-31RFQ - Request for Qualification to solicit responses for the Housing Rehab of Single-Family Residence Reconstruction Projects. on November 7, 2025.

o 846 Supplier Notifications
• Out of 846 supplier notifications, four (4) statements of qualifications (SOQs) were received on December 4, 2025.
• An evaluation committee comprised of staff from Housing & Community Development reviewed and ranked the SOQs based on the following criteria:
o 30 Points: Project Team
o 35 Points: Similar Project Experience
o 35 Points: Representative Project Approach
• Based on the results of the evaluated SOQs, the evaluation committee recommends award to Quorum Architects, Inc.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract with Quorum Architects, Inc. for an amount not to exceed $126,280.
• The funds are available in account 017-1703-463-8516.
