ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $1,046,700, as well as all required supplemental agreements thereto, with LJA Engineering, Inc. for professional consulting engineering services for the Laud Howell Parkway Lanes 3 & 4 (Trinity Falls Parkway - Lake Forest) Project (ST2310) for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,160,000.
BACKGROUND INFORMATION:
• The FY26-30 Capital Improvement Program (CIP) includes funding for Laud Howell Parkway Lanes 3 & 4 (Trinity Falls Parkway - Lake Forest)
• The project scope of work includes construction of lanes 3 & 4 in the eastbound direction on Laud Howell Parkway between Lake Forest and Trinity Falls Parkway.
• Lanes 1 and 2 of Laud Howell Parkway are currently being constructed by private development. Staff is working on an amendment of the Development Agreement with Republic Property Group to clarify the responsibility for the construction of lanes 3 and 4 of Laud Howell Parkway.
• LJA Engineering, Inc. submitted a proposal for this project in the amount of $1,046,700 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Design and Bid Phase Services)
o Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, Subsurface Utility Engineering (SUE) Services, ROW/Easement Documents, Geotechnical Investigation, Public Involvement, and Environmental Investigation)
• The preliminary opinion of probable construction cost (OPCC) is $16,026,000
• The fee for basic services is $848,000 (5.29% of the OPCC) and the fee for special services is $198,700 (1.24% of the OPCC).
• Design of this project is anticipated to take approximately 12 months to complete. Construction is anticipated to begin in 2028.
• This design consultant, LJA Engineering, was selected due to their direct experience with the project corridor and the adjacent development. LJA Engineering was not shortlisted for the required on-call roadway professional services (24-46RFQ), but due to the fact their proposed project manager was employed at a prior firm that was selected City of McKinney Engineering Department believes LJA Engineering is qualified to perform this type of work. City Manager, Paul Grimes, approved this subject exemption request with the justification provided by City of McKinney Engineering Department.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with LJA Engineering, Inc. for an amount not to exceed $1,160,000.
• Funds are available in the Capital Improvements Program Project ST2310.
• With approval of this item, $491,837 will remain in ST2310
