RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with XIT Paving and Construction, Inc, for the Construction of the Intersection Capacity Improvements (FY23) Project (CIP Project ST2303) for a total contract amount not to exceed $3,600,000.

 

BACKGROUND INFORMATION:

                     The project includes capacity and traffic signal improvements at the following intersections:

o                     US 380 and Lake Forest Drive

o                     Eldorado Parkway and Lake Forest Drive

o                     W White Avenue and Community Avenue

o                     W White Avenue and the driveway to West Creek Ranch Apartments

 

                     The US 380 and Lake Forest Drive intersection will be widened to include dual left turn lanes in both the eastbound and westbound directions, an eastbound right turn lane, and a northbound left turn lane. Sidewalk, pavement markings, and traffic signal modifications are included in the scope of work.

                     The Eldorado Parkway and Lake Forest Drive intersection will include an additional southbound left turn lane.

                     The White Avenue and Community Avenue intersection will include a westbound right turn lane and traffic signal modifications.

                     A westbound left turn lane will be constructed along W White Avenue at the West Creek Ranch Apartments driveway.

                     Cobb, Fendley & Associates, Inc. prepared the construction plans for the Intersection Capacity Improvements (FY23).

                     The City issued an Invitation to Bid (26-53ITB) to solicit responses from qualified contractors for the Intersection Capacity Improvements (FY 23).

 

o                     Advertised in the McKinney Courier Gazette and Celina Record.

o                     Posted on McKinney TV.

o                     274 Bonfire supplier notifications which included three (3) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 274 supplier notifications, three (3) bids were received and opened by Procurement Services on April 30, 2026. The following is a summary of the bids:

                     XIT Paving and Construction, Inc. submitted the low bid in the amount of $3,267,946.50.

                     XIT Paving and Construction, Inc. submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation from Cobb Fendley & Associates, Inc.

                     The contract documents require that this project be substantially completed within 420 calendar days after the issuance of the Notice to Proceed, which is expected to be issued in July 2026. Construction is expected to be complete by September 2027.

FINANCIAL SUMMARY:

 

                     This Resolution authorizes a contract and all necessary change orders with XIT Paving & Construction, Inc. for an amount not to exceed $3,600,000.

                     With the approval of this item, $527,449 will remain in Project ST2303.
