• Approval of the Ordinance
ITEM SUMMARY:
• This Ordinance will accomplish the following:
o Repeal the sections of the Code of Ordinances which established the reduced speed school zones and the associated designated crosswalk locations for the three elementary schools that will be closed.
o Establish the reduced speed zones and crosswalks for Bennett Elementary School and Vega Elementary School due to the attendance boundaries modifications. Modify the reduced speed zones for Evans Middle School due to the attendance boundaries modifications.
o Establish a crosswalk for McClure Elementary School on Ridge Road.
o Remove the reduced speed zone on Ridge Road at Sidney Lane and the associated designated crosswalk location for Rueben Johnson Elementary School, as established in the Code of Ordinances.
BACKGROUND INFORMATION:
• McKinney ISD has closed three elementary schools starting in the 2026-2027 school year. The reduced speed school zone signage and associated designated crosswalk locations will be removed for the following three schools:
o McNeil Elementary School
o Wolford Elementary School
o C.T. Eddins Elementary School
• With the closure of these three schools, the attendance boundaries for Bennett Elementary School and Vega Elementary have been modified.
• The locations of the proposed reduced speed school zones and proposed crosswalk along Cotton Ridge Rd at Coronado Dr for Bennett Elementary School and along Wilmeth Road at Timber Ridge Trail for Vega Elementary School are shown on the attached exhibit.
• The crosswalks shown on the attached exhibit are the locations where adult crossing guards will be positioned in accordance with our crossing guard criteria.
• The effective times for the reduced speed school zones will be consistent with the McKinney ISD school schedule.
• With the closure of Wolford Elementary School, the reduced speed school zones and associated designated crosswalk locations were modified for Evans Middle School as shown on the attached exhibit.
• With the Gray Branch Apartments on the east side of Ridge Road there is a need to establish a crosswalk on Ridge Road for elementary school students to attend McClure Elementary School.
• The primary purpose of a reduced speed school zone is to improve safety for student pedestrians at crosswalk locations. Over the last couple of years there have not been any students crossing the intersection of Ridge Road at Sidney Lane to attend Rueben Johnson Elementary School. As such, McKinney ISD chose to remove the crossing guard at this intersection of Ridge Road at Sidney Lane.
• With McKinney ISD removing the crossing guard, City Staff and McKinney ISD recommend removal of the designated crosswalk at the intersection as well as the associated reduced speed school zone on Ridge Road at Sidney Lane.
FINANCIAL SUMMARY:
• Funding for the signage necessary to reflect the new school times is in the Engineering operating budget.
