RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $731,500 with Birkhoff, Hendricks & Carter, L.L.P for professional engineering design services for the Miscellaneous Pump Station Improvements Project (WA2415), for a total aggregate contract amount inclusive of any supplemental agreements, not to exceed $805,000.

 

BACKGROUND INFORMATION: 

                     As a part of the water pumping system each water pump station has a ground storage water tank referred to as ground storage reservoirs (GSRs).  These GSRs receive supply water from North Texas Municipal Water District (NTMWD) prior to being pumped into the City’s distribution system.

                     Anticipated improvements include the exterior repainting of five precast concrete ground storage reservoirs, pump station piping repainting and miscellaneous pump station improvements.

                     University Pump Station (UPS) - Pump Stations No. 1 (PS1) and No. 2 (PS2)                     

o                     The three (3) GSRs will be inspected, cleaned and repainted. The existing tank mixers will be replaced.

o                     PS1 - provide pump shelter, driveway, and miscellaneous improvements for the existing pumps that have no enclosure.

o                     Meter No. 1 - Remove and replace existing flow meter on the 36-inch discharge pipe with strap-on type flow meter for the existing pipe.

o                     PS2 - Remove and replace Pump Room Intake Louvers and Exhaust Fans.

o                     PS2 Electrical Room - Check A/C loading. Currently only one of the two VFDs is being used at a time during the summer due to existing heat loads.

o                     Add a second 2,250 kW Generator with automatic transfer switch.  This will allow PS2 to pump with 3 - 600 hp and 3 - 800 hp pumps.

                     McKinney Ranch Pump Station (MRPS) - Pump Station No. 3 (PS3)

o                     The two (2) GSRs will be inspected, cleaned, and repainted. The existing tank mixers will be replaced.

o                     Repainting of pumps, motors, valves, piping, interior walls and ceiling, and appurtenances.

                     Redbud Pump Station (RPS)

o                     Replace valve vault slab and hatch located in the existing fire lane.                                                                                

                     SCADA upgrades for monitoring and alarm capabilities of the ground storage reservoirs, such as hatch alarms, mixers run status and mixer alarm.

                     Birkhoff, Hendricks & Carter, L.L.P submitted a response to 24-47RFQ for On-Call Utility Design Services. They were one of sixteen (16) firms shortlisted by City Council on September 17, 2024.

                     Staff has negotiated a project proposal with Birkhoff, Hendricks & Carter, L.L.P in the amount of $731,500. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid & Construction Administration Phase Services)

o                     Special Services (Field Topographic Survey Coordination, Geotechnical Investigation, Paint Quality Control Inspection Services, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) for the project is $8,370,000.

                     The fee for basic services is $556,600 (6.6% of the OPCC) and the fee for special services is $174,900 (2.1% of the OPCC).

                     Staff is recommending a 10% design contingency for the project if additional design services are deemed necessary at a later date.

                     Design of this project is anticipated to take 12 months to complete.  Construction is anticipated to begin as early as December 2026 and to be completed by July 2027.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Birkhoff, Hendricks & Carter, L.L.P for an amount not to exceed $805,000.

                     Funds are available in the Capital Improvements Program Project WA2415.

                     With the approval of this item, $2,359,835 will remain in WA2415. Additional funding necessary for the construction phase will be included in the FY26 Capital Improvement Plan budget for WA2415.
