RECOMMENDED CITY COUNCIL ACTION:
·      Approve the attached resolution allocating funds for the Community Support Grant as recommended by the Community Grants Advisory Commission.
 
BOARD OR COMMISSION RECOMMENDATION:
·      The Community Grants Advisory Commission unanimously approved the 2009-2010 Community Support Grant funding allocations at their November 18, 2009 meeting.
 
ITEM SUMMARY:
·      On May 16, 2006, City Council approved Resolution No. 2006-05-086 establishing a policy for prioritizing Community Support Grants for qualified entities serving the City of McKinney and its residents.  The resolution indicated that projects should be analyzed for funding in accordance with the following priority of needs:
 
1.      Disaster Aid
2.      Basic needs (food, clothing)
3.      Housing (non-financial assistance)
4.      Health and medical (including mental health)
5.      Housing (financial assistance)
6.      Transportation
7.      Recreation and athletics/sports  
 
·      City Council approved a budget of $126,000 for FY 2009-2010 for the program which was to be distributed through the Community Support Grant process.  
 
·      Applications were received from 21 area non-profit agencies requesting a total of $295,465 in funding, creating a difference in funding of $169,465.
 
·      On November 11 and 12, 2009, the Community Grants Advisory Commission conducted public hearings to consider funding requests.   On November 18, 2009 the Commission deliberated on the proposed funding requests.  No agency was recommended for full funding and three (3) agencies received a recommendation of no funding.
 
·      The Commission considered several factors in formulating its recommendations including review of priority criteria, presentation critique, other sources of agency funding, duplication of services from other agencies, and service impacts.
 
·      Following each agency bullet is the amount requested and the amount recommended by the Commission with a brief description of the request, the funding priority met, and other city funding received this year.
 
FUNDING RECOMMENDATIONS:
 
o      AIDS Services of North Texas, Inc.      
Requested:      $6,500

Project:      Funds to be used for the payment of unreimbursed medical expenses, a portion of personnel costs for Collin County clinic staff, and in the purchase and provision of food and hygiene products for HIV+ residents of McKinney.

o      American Red Cross - McKinney Branch

Project:      Provides funding to support disaster operations in McKinney by providing direct assistance via clothing and blankets, and financial aid for temporary housing, food, clothing, medicine and other basic needs.

Project:      Provides partial funding for a Nurse Practitioner or Physician Assistant to serve low income McKinney residents.

BACKGROUND INFORMATION:
·      City Council established the Community Support Grant Program in 2006 to define a process for evaluating requests from non-profit agencies for direct funding assistance.
 
·      As proposed, the Council would consider an annual budget per capita from the General Fund for support of non-profit organizations.
 
·      Other sources of funding for similar projects, such as CDBG, Tourism, and Arts, would not be affected by this program.
 
·      To qualify for the Program, non-profits must meet the following requirements:
 
o      Proposed use of funds must benefit residents of the City of McKinney.
o      Must have been operating for at least one year prior to the application deadline.
o      Must be a non-profit, tax exempt 501(c)(3) organization, in good standing with the State of Texas, and must have an active Board of Directors in compliance with IRS Section 501(c)(3).
o      Organization must procure and maintain insurance, as required by the City of McKinney.
o      Any property taxes or other liabilities due to the City of McKinney must be paid in full.
 
SPECIAL CONSIDERATIONS:
·      Although the review format for Community Support Grant funding requests is similar to Community Development Block Grant (CDBG) funding requests, funding recommendations are not subject to CDBG's public service caps or to Davis-Bacon Act provisions.
